FEI Para Driving World Championships
The Board approved the postponement of the FEI Para Driving World Championship 2024 to 2025 so that the Championship can be organised alongside the FEI Driving European Four-In-Hand Championships 2025.
Allocations
The Board allocated the FEI Jumping Children’s Classics Final 2024 to Rancho Salazar (MEX) on 12-17 November.
The Board allocated the FEI Para Driving World Championship 2025 to Lähden (GER), to be organised alongside the FEI Driving European Four-In-Hand Championships 2025.
FEI Jumping Youth Nations Cup 2024 – change of venue
The Board approved the reallocation of the FEI Jumping Youth Nations Cup 2024 qualifier to Linz-Ebelsberg (AUT) instead of Lamprechtshausen (AUT).

Los Angeles 2028 Olympic Games
Eventing Competition Format
The Board agreed with the proposed modifications to the Eventing Olympic Competition format, which will be shared with the International Olympic Committee (IOC) by the set deadline of 1 March 2024 as per the official International Federations consultation process launched by the IOC.
The details of the proposal were discussed during the online Eventing Seminar held on 20 January 2024 and are outlined in this press release.
The details pertaining to the technical aspects of the proposed format will be discussed in detail next year in the framework of the revision of the FEI Regulations for Equestrian Events at the Olympic Games, once the IOC has provided its feedback.

The Board approved the allocation of the French leg of the FEI Eventing Nations Cup™ 2024 to Lignières (FRA) on 26-29 September 2024 to replace the initial application of Haras de Jardy (FRA).

The Board approved the proposed minor modifications to the FEI Vaulting Guidelines 2024 on p. 74 (Art. 5.1 – Squad Free Test 2); p. 81 (Individual Free Test 1* - Variety of Exercises); and p. 84 (Individual Free Test 2* and 3* - scoresheet – Variety of Exercises).

Jumping Horse Re-inspection
Emergency Board Resolution*:
The Board approved as an Emergency Board Resolution the proposed modification to Art.630.9 of the FEI Regulations for Equestrian Events at the Olympic Games to allow a Horse having not passed the First Jumping Horse Inspection to be re-presented either at the re-inspection before the training session or at the re-inspection the day after the First Horse Inspection and training Session.
Appointment of the Chief Medical Officer
The Board approved the appointment of Jan Holger Holtschmit (GER) as Chief Medical Officer for the Equestrian Sport during the Paris 2024 Olympic Games.

FEI EVENTING SEMINARS, 20-21 JANUARY 2024
We take this opportunity to highlight the Online Eventing Seminar taking place on Saturday, 20 January from 13:00-16:15 CET, where Eventing Stakeholders (NFs involved in Eventing, Officials, Athletes, 4*/5* OCs) have been invited to attend as have the media, to discuss the big topics in the sport and review all the latest findings from a Risk Management perspective, with a focus on how to have a positive impact and futureproof Eventing.
Organised by the FEI Eventing Department and moderated by Eventing Chair/Board Member David O’Connor (USA) and Chair of the FEI Risk Management Steering Group Geoff Sinclair (AUS), an important point on the agenda concerns the proposed Eventing Competition formats for Los Angeles 2028, which, we would like to emphasise, is an initiative/discussion solely concerning Eventing. Nevertheless, should any members (including members not directly involved with Eventing) wish to attend, please do not hesitate to contact Nathalie.Charlton@fei.org at the FEI Eventing Department in order to receive an invitation and link to join.
As is customary with the annual Eventing Seminar/Forum, the meeting will be available to watch in Replay, all relevant annexes will be published and there will be dedicated communications (an NF News and Press Release after the meeting) summarising the key points prior to the full wrap-up report being published online. The Seminar will be followed-up on Sunday, 21 January with the National Safety Officers Seminar which is restricted to the specific stakeholders, however, will also be well documented with relevant annexes, videos to watch in replay and a full wrap-up report.

Request to extend the deadline for late date applications or modifications
The Board approved the modification to the Application for CIs and CIMs Guidelines with applications for Endurance higher level Events to be submitted minimum eight weeks prior to the start of the Event, instead of four weeks.

A second in-person FEI Board meeting took place after the end of the FEI Hybrid General Assembly 2023 where the FEI President welcomed the newly elected Board Members Sultan Al Yehyaee (UAE), Regional Group VII Chair, Joaquín Medina (ESP), FEI Driving Committee Chair and newly elected Deputy Chair of Regional Group EEA Sergey Buikevich (KGZ). During the Board Meeting, Gigi Mathias (NAM), Chair of Regional Group IX, was elected unanimously as member of the FEI Executive Board. Following the FEI Board Meeting on 18 November, please find below a statement regarding the Board’s decision to lift the protective measures prohibiting Russian and Belarusian Athletes, Horses and Officials from participating in FEI Events. The conditions and timeline for implementation are still to be confirmed and will be put forward for approval by the FEI Board during a teleconference in December 2023.
This statement will be sent to the media and equestrian community shortly, together with the customary wrap-up report outlining all the key decisions from the FEI Board Meeting I in Mexico City.

FEI Board takes decision on protective measures regarding Russian and Belarusian Athletes, Horses and Officials
Whilst the sanctions prohibiting international competitions to be held in Russia and Belarus remain in place, the FEI Board has decided to lift protective measures to allow future participation of Russian and Belarusian Athletes, Horses and Officials as neutrals. The conditions and timeline for implementation will be put forward for approval by the FEI Board during a teleconference in December 2023.
The FEI Board discussed the protective measures at length during its in-person meeting on 18 November 2023 in Mexico City, which had been imposed on Russian and Belarusian Athletes, Horses and Officials on 2 March 2022 following the full-scale military invasion of Ukraine.
The Board was updated on the latest position of the International Olympic Committee which had urged International Federations to consider re-admitting Russian and Belarusian Athletes to international competitions under certain conditions and the changed situation among other International Federations. It was noted that since the protective measures had been introduced over 18 months ago, the situation in other sports has changed and Russian and Belarusian individual athletes have gradually resumed participation in international sport as neutrals alongside Ukrainian athletes without significant disruption to the competitions.
The Board noted that the original protective measures were put in place further to the recommendation of the International Olympic Committee however, it was acknowledged that the measures currently in place may no longer fulfill a protective role and, therefore, had to be reconsidered.
The FEI Headquarters was tasked by the Board with establishing the conditions and timeline allowing individual Russian and Belarusian Athletes, Horses and Officials to resume participation in FEI Events as neutrals. In the meantime, Russian and Belarusian Athletes, Horses and Officials remain ineligible to participate in FEI Events.
The Board took the opportunity to reiterate its full support to the people of Ukraine, who have suffered and continue to suffer tremendously, and pledged its continued solidarity and support to the Ukrainian equestrian community through the FEI Solidarity Relief Fund.

The Board approved the proposed modifications to the FEI Statutes, Internal Regulations of the FEI, FEI General Regulations and various multidisciplinary matters.

Further to the decision taken at the FEI Board teleconference on 31 January 2023 whereby staggered terms will be applied to the Nominations Committee in 2023 (as per Article 31.13 of the FEI Statutes), the Board approved the following staggered terms:

Budget 2024
The Board approved the budget for 2024 as presented by the FEI Chief Financial Officer.

Paris 2024 Olympic and Paralympic Games
FEI Regulations for Equestrian Events at the Olympic Games, Paris 2024 – Modification Proposal *
The Board approved as an Emergency Board Resolution the amendment of Article 630.9 of FEI Regulations for Equestrian Events at the Olympic Games, Paris 2024 to align the Olympic Regulations with the previously published timetable for Paris 2024.
The amendment confirms that
(i) the First Jumping Horse Inspection will take place on the same day as the first Jumping training session (on 31 July 2023); and
(ii) the re-inspection will take place on the same day, in the late afternoon prior to the first Jumping training session.
This modification was made on the request of the Organising Committee for on-site logistical reasons.

The Board approved the proposed changes to the FEI Equine Prohibited Substance List. It was clarified that cannabidiol is not a Banned Substance, but is listed as Controlled Medication (Specified Substance).

Allocation of FEI Championships and FEI-Named Events
Longines League of Nations™ 2024 – 2027 (Qualifiers and Final)
The Board agreed to postpone the allocation of the Qualifiers and Final of the Longines League of Nations™ 2024-2027 due to outstanding elements, which require further clarification. It is intended to convene a further Board Teleconference by the end of July to finalise the allocations.
FEI Jumping World Challenge Final 2023
The Board allocated the FEI Jumping World Challenge Final 2023 to Polokwane (RSA).
This Final will take place from 3 to 8 October at The Ranch Equestrian Centre, a world-class venue that has recently hosted an FEI Olympic qualifier and national Eventing trials.
As one of the host cities of the 2010 FIFA World Cup, Polokwane has a proven track record in successfully organising major sporting events and is known for its vibrant equestrian community. This is not the first time that South Africa has hosted a Challenge Final, at Kyalami, Midrand in the City of Johannesburg having previously hosted the FEI Jumping World Challenge Final in 2014.
"We are delighted to have such an experienced Organiser take charge of the FEI World Challenge Cup Final and we are confident that they will deliver a high level of competition facilities for our human and equine athletes," FEI President and Chair of the FEI Solidarity Committee Ingmar De Vos said.
“The FEI World Challenge Series has been developed to provide a structure for athletes who face constraints such as travel costs and distances to compete internationally without leaving their home countries.
“This is not just important for their development but also enables National Federations like South Africa to develop the structure around equestrian disciplines within the country, while introducing the sport to new audiences.”
The FEI Jumping World Challenge Final is open to all National Federations outside of Western Europe and North America. The two best athletes from each Regional Zone based on the 2022 rankings is eligible to take part in the Final.
During the FEI Jumping World Challenge Final, athletes compete on borrowed horses that are aged six years or more and meet stringent criteria of a minimum 1m20 level.
Twenty athletes, along with a maximum of two wild cards, have qualified for the Final with the top two athletes from each of the ten FEI regional rankings representing their countries in Polokwane.
"The FEI Jumping World Challenge Final will serve as a defining moment in the careers of many athletes, as it offers a rare opportunity for them to experience the intensity and demands of high-level equestrian competition," Chair of FEI Group IX Gigi Mathias said.
"We look forward to witnessing the growth and development of these athletes as they demonstrate their talent, dedication, and unwavering spirit on the grand stage of the FEI Jumping World Challenge Final."
FEI Eventing European Championships Juniors and Young Riders 2024 - Change of dates
At the request of the Organiser and with the approval of the FEI Eventing Committee and the European Equestrian Federation, the Board agreed to the change of dates from 15-18 August 2024 to 22-25 August 2024 for the FEI Eventing European Championships for Juniors and Young Riders taking place in Strzegom (POL).

Further to the recommendations of the Veterinary Chair, the Veterinary Director and the Legal Director, the Board approved LGC, Newmarket Road, Fordham, Cambridgeshire, United Kingdom as the FEI Central Laboratory from 2023 to 2026.

Vaulting
Vaulting Qualification for 2024 Championships – Rules Change Proposal
The Board agreed to proposed modifications to the Qualification System for the FEI Vaulting Championships 2024 to include a qualification requirement for Squads and Horses. This proposal is the result of a survey conducted on the future on the discipline ahead of the online Vaulting Forum, held in February 2023, followed by discussions between the Chairs of the FEI Vaulting Committee and the EEF Working Group Vaulting.
The FEI will share the new Qualification System with the National Federations and Stakeholders before the remaining FEI Vaulting Rules modification proposals are published on 28 June 2023, and with the clarification that such changes would only apply if the proposed rule changes to the FEI Vaulting Rules are accepted by the FEI General Assembly 2023. The proposal will be communicated at an earlier stage because the qualification period for the FEI Vaulting Championships 2024 started on 1 January 2023.
