BUDGET 2025
The 2025 FEI budget was a key focus during the teleconference. Since the introduction of the Human Athlete registration in 2006, the annual fee has remained at CHF 10, despite the significant expansion of services and digital solutions provided by the FEI over the past two decades.
In recognition of these evolving demands, the FEI Board unanimously approved an increase in the Human Athlete registration fee from CHF 10 to CHF 55. This adjustment ensures that the FEI can continue delivering essential services to the Athletes.
More detailed information will be provided at a dedicated session at the upcoming FEI General Assembly 2024 in Abu Dhabi (UAE).
FEI Rules Revision Process 2024 – FEI General Regulations
The Board approved for the proposed modifications of the FEI General Regulations, to be put forward to the vote of the FEI General Assembly 2024.
All the General Assembly annexes will be made available online by 16 October and the National Federations and stakeholders will be notified accordingly.
UNAFFILIATED Namibia Endurance Riding Federation (NERF)
The Board approved that the Endurance Events taking place in Namibia in 2024 and organised by the Namibia Endurance Riding Federation will be considered as Unsanctioned Events. Officials, Organisers, and Athletes will be informed officially by Friday, 27 September 2024.
Allocation of FEI Championships and Finals
FEI Eventing Nations Cup™ 2025 – Change of dates, Avenches (SUI)
The Board approved the change of date for the FEI Eventing Nations Cup™ 2025 leg in Avenches (SUI) to 24-27 July 2025 instead of 19-22 June 2025.
Jumping
FEI Longines Jumping Ranking Rules
The Board approved the proposed modifications to the Longines Rankings Rules jointly put forward by the FEI and the International Jumping Riders Club (IJRC).
FEI World Cup™ Rules 2024-2025
The Board approved the proposed modifications to the FEI Jumping World Cup™ Rules 2024-2025.

Dressage
WBFSH Dressage Young Horse Championships Rules
The Board approved the proposed modifications to the FEI WBFSH Dressage World Breeding Championship for Young Horses Rules.
A key amendment is that the FEI and WBFSH will have the opportunity to review each National Selection Procedure prior to the applicable qualification period.

New English Proficiency Test
The Board approved the proposed switch from the Rosetta Stone proficiency English test to the Emmersion proficiency test. The requirements for the levels of English in the FEI Education System will be adapted accordingly.

FEI Driving European Championships for U25, Young Drivers and Children 2026
The Board allocated the FEI Driving European Championships for U25, Young Drivers and Children 2026 to Osorhei (ROU) on 12-15 August 2026.
FEI Jumping South American Championships for U25, Juniors, Pre-Juniors and Children 2025
The Board allocated the FEI Jumping South American Championships U25, Juniors, Pre-Juniors and Children 2025 to Asunción (PAR) on 29 September–5 October 2025.
FEI Dressage European Championship 2025 Update
The Board took the decision to withdraw the organisation of the FEI Dressage European Championship 2025 from Šamorín (SVK) at the request of the Organiser. The Board further directed FEI Headquarters to reopen the bidding process for the FEI Dressage European Championship 2025. Further information on the bidding process will be provided shortly.
Veterinary
Proposed Changes to the Equine Prohibited Substances List
The Board approved the proposed changes to the Equine Prohibited Substance List (EPSL).
The changes to the EPSL will come into effect on 1 January 2025 and will be published here three months before at the latest.
Suspension of a National Federation
In light of the significant overdue owed by Latvian Equestrian Federation (LAT NF) to the FEI for services provided by the FEI and the failure to adhere to the agreed-upon payment plan, the Board took the decision to suspend LAT NF, effective from 1 October 2024. This suspension will be lifted automatically once the outstanding amount has been reimbursed.
The FEI Board held a teleconference on 16 July. A key resolution was the allocation of the FEI General Assembly 2024 to the UAE Equestrian and Racing Federation, further to the withdrawal of the Oman Equestrian Federation. The FEI Hybrid General Assembly 2024 will take place in Abu Dhabi (UAE) and the dates remain unchanged, i.e. from 11 to 13 November.

The Board allocates the FEI Jumping World Challenge Final 2024 to Tashkent (UZB) on 21-27 October 2024.
FEI Driving World Championships 2024, Four in Hand – Change of Organiser
The Board accepted the request of from the Hungarian Equestrian Federation to change the organiser of the FEI Driving World Championships 2024, Four in Hand, from Állami Ménesgazdaság Szilvásvárad to Nemzeti Rendezvényszervező Ügynökség.
The dates and venue for the Championship remain unchanged.
Paris 2024 Olympic and Paralympic Games
FEI Regulations for Equestrian Events at the Olympic Games - correction
The Board approved the proposed corrections to the FEI Regulations for Equestrian Events at the Olympic Games Paris.
Article 630.4 now reads:
“The Athlete/Horse combination to be substituted will be replaced by the Ap Alternate Athlete/Reserve Horse combination, provided the Reserve Horse has passed the Second First Horse Inspection or the a re-inspection for the Second First Horse Inspection.”
Dressage – familiarisation (Article 627.6)
The first Dressage horse re-inspection has changed from 29 to 30 July due to logistical constraints with the overall timetable. This means that the re-inspection will only take place after the familiarisation session which will be held on 29 July.
The Olympic Regulations were therefore clarified stating that only horses that passed the first Horse Inspection are allowed to participate in the familiarisation session. This is the same approach that has been taken in relation to participation in the Jumping training session (i.e. horses that are awaiting re-inspection cannot participate in the training session).
The amended Article 627.6 now reads:
“Horse Inspections will be carried out in accordance with Veterinary Regulations (VRs).
“The starting order per Nation will be determined by a draw. Nations will present themselves in order determined by the draw and by Horse numbers of each nation. Each team can present a maximum of four (4) horses (including the Reserve Horse) at the Horse Inspection. Only Horses that have passed the first Horse Inspection are permitted to participate in the familiarisation session.”

Eventing Competition Format
The Board agreed with the proposed modifications to the Eventing Olympic Competition format, which will be shared with the International Olympic Committee (IOC) by the set deadline of 1 March 2024 as per the official International Federations consultation process launched by the IOC.
The details of the proposal were discussed during the online Eventing Seminar held on 20 January 2024 and are outlined in this press release.
The details pertaining to the technical aspects of the proposed format will be discussed in detail next year in the framework of the revision of the FEI Regulations for Equestrian Events at the Olympic Games, once the IOC has provided its feedback.

Jumping Horse Re-inspection
Emergency Board Resolution*:
The Board approved as an Emergency Board Resolution the proposed modification to Art.630.9 of the FEI Regulations for Equestrian Events at the Olympic Games to allow a Horse having not passed the First Jumping Horse Inspection to be re-presented either at the re-inspection before the training session or at the re-inspection the day after the First Horse Inspection and training Session.
Appointment of the Chief Medical Officer
The Board approved the appointment of Jan Holger Holtschmit (GER) as Chief Medical Officer for the Equestrian Sport during the Paris 2024 Olympic Games.

FEI EVENTING SEMINARS, 20-21 JANUARY 2024
We take this opportunity to highlight the Online Eventing Seminar taking place on Saturday, 20 January from 13:00-16:15 CET, where Eventing Stakeholders (NFs involved in Eventing, Officials, Athletes, 4*/5* OCs) have been invited to attend as have the media, to discuss the big topics in the sport and review all the latest findings from a Risk Management perspective, with a focus on how to have a positive impact and futureproof Eventing.
Organised by the FEI Eventing Department and moderated by Eventing Chair/Board Member David O’Connor (USA) and Chair of the FEI Risk Management Steering Group Geoff Sinclair (AUS), an important point on the agenda concerns the proposed Eventing Competition formats for Los Angeles 2028, which, we would like to emphasise, is an initiative/discussion solely concerning Eventing. Nevertheless, should any members (including members not directly involved with Eventing) wish to attend, please do not hesitate to contact Nathalie.Charlton@fei.org at the FEI Eventing Department in order to receive an invitation and link to join.
As is customary with the annual Eventing Seminar/Forum, the meeting will be available to watch in Replay, all relevant annexes will be published and there will be dedicated communications (an NF News and Press Release after the meeting) summarising the key points prior to the full wrap-up report being published online. The Seminar will be followed-up on Sunday, 21 January with the National Safety Officers Seminar which is restricted to the specific stakeholders, however, will also be well documented with relevant annexes, videos to watch in replay and a full wrap-up report.

A second in-person FEI Board meeting took place after the end of the FEI Hybrid General Assembly 2023 where the FEI President welcomed the newly elected Board Members Sultan Al Yehyaee (UAE), Regional Group VII Chair, Joaquín Medina (ESP), FEI Driving Committee Chair and newly elected Deputy Chair of Regional Group EEA Sergey Buikevich (KGZ). During the Board Meeting, Gigi Mathias (NAM), Chair of Regional Group IX, was elected unanimously as member of the FEI Executive Board. Following the FEI Board Meeting on 18 November, please find below a statement regarding the Board’s decision to lift the protective measures prohibiting Russian and Belarusian Athletes, Horses and Officials from participating in FEI Events. The conditions and timeline for implementation are still to be confirmed and will be put forward for approval by the FEI Board during a teleconference in December 2023.
This statement will be sent to the media and equestrian community shortly, together with the customary wrap-up report outlining all the key decisions from the FEI Board Meeting I in Mexico City.

FEI Board takes decision on protective measures regarding Russian and Belarusian Athletes, Horses and Officials
Whilst the sanctions prohibiting international competitions to be held in Russia and Belarus remain in place, the FEI Board has decided to lift protective measures to allow future participation of Russian and Belarusian Athletes, Horses and Officials as neutrals. The conditions and timeline for implementation will be put forward for approval by the FEI Board during a teleconference in December 2023.
The FEI Board discussed the protective measures at length during its in-person meeting on 18 November 2023 in Mexico City, which had been imposed on Russian and Belarusian Athletes, Horses and Officials on 2 March 2022 following the full-scale military invasion of Ukraine.
The Board was updated on the latest position of the International Olympic Committee which had urged International Federations to consider re-admitting Russian and Belarusian Athletes to international competitions under certain conditions and the changed situation among other International Federations. It was noted that since the protective measures had been introduced over 18 months ago, the situation in other sports has changed and Russian and Belarusian individual athletes have gradually resumed participation in international sport as neutrals alongside Ukrainian athletes without significant disruption to the competitions.
The Board noted that the original protective measures were put in place further to the recommendation of the International Olympic Committee however, it was acknowledged that the measures currently in place may no longer fulfill a protective role and, therefore, had to be reconsidered.
The FEI Headquarters was tasked by the Board with establishing the conditions and timeline allowing individual Russian and Belarusian Athletes, Horses and Officials to resume participation in FEI Events as neutrals. In the meantime, Russian and Belarusian Athletes, Horses and Officials remain ineligible to participate in FEI Events.
The Board took the opportunity to reiterate its full support to the people of Ukraine, who have suffered and continue to suffer tremendously, and pledged its continued solidarity and support to the Ukrainian equestrian community through the FEI Solidarity Relief Fund.

Paris 2024 Olympic and Paralympic Games
FEI Regulations for Equestrian Events at the Olympic Games, Paris 2024 – Modification Proposal *
The Board approved as an Emergency Board Resolution the amendment of Article 630.9 of FEI Regulations for Equestrian Events at the Olympic Games, Paris 2024 to align the Olympic Regulations with the previously published timetable for Paris 2024.
The amendment confirms that
(i) the First Jumping Horse Inspection will take place on the same day as the first Jumping training session (on 31 July 2023); and
(ii) the re-inspection will take place on the same day, in the late afternoon prior to the first Jumping training session.
This modification was made on the request of the Organising Committee for on-site logistical reasons.
