    FEI Board - extraordinary teleconference on 4 April 2023

    The FEI Board held an extraordinary teleconference on 4 April. One of the main resolutions taken on this occasion is listed below.
    Longines FEI Jumping Nations Cup™ Series
    Proposed Changes to the FEI General Regulations and Allocation of FEI Named Events Policy
    Emergency Board Resolution*:

    The Board approved as an Emergency Board Resolution the proposed changes to the FEI General Regulations (Art. 103, 105, 106, and 112) along with the related modifications to the Allocation of FEI Named Events Policy. The details are outlined in the attached document. These modifications were presented during the consultation process of the Longines FEI Jumping Nations Cup™ Taskforce.

    The updated FEI General Regulations, effective 4 April 2023, have been published here and the modified Allocation of FEI Named Events Policy is available here.

    Concept
    The Board approved a concept for the new series. The Board tasked the FEI Headquarters with taking the necessary actions to develop the concept, qualification formula and rules further, in consultation with the FEI Jumping Committee and the Regional Group Chairs, where necessary. The FEI Headquarters will also prepare a bid document and launch the bidding process for the new FEI Team Jumping Series.

    The Board agreed to suspend the provisions relating to the 2024 season in the current rules of the Longines FEI Jumping Nations Cup™ Series.

    Regarding the Emergency Board Resolution listed above, National Federations have until 5 May 2023 to signify their disapproval by sending an email to Francisco P. Lima, Director Governance & Institutional Affairs.

    Reminder – Deadline for Calendar Applications or Modifications for CSI5*/CSIO5* Events

    We wish to remind you that, according to the FEI General Regulations, the deadline for Applications or modifications of CSI5*/CSIO5* Events taking place in 2024 is 01 May 2023.

    From 02 May until 01 June 2023, NFs can request changes to the 2024 Jumping 5* Calendar with a Calendar Form. The 2024 Jumping 5* Calendar should then be approved by 31 July 2023 at the latest.

    Please note that a FAQ was published on FEI Documents in January this year, in case you have questions concerning the Calendar application Deposits.

    Update on confirmed EHV-1 case in Lier (BEL)

    We would like to provide you with a brief overview of the situation and measures that have been taken by the FEI, in consultation with the Organising Committee and the Belgian Equestrian Federation, following a confirmed case of EHV-1 in Lier, Belgium.

    A horse presenting symptoms on the weekend in Lier was immediately isolated and following confirmation of EHV-1 at the start of the week, the concerned horse and an additional 25 horses deemed to be in-contact were blocked from the FEI database.

    The PRs have all been notified, alongside their respective National Federations and National Head Veterinarians (NHVs).

    The affected horse and each of the 25 in-contact horses are prevented from attending any FEI events until they have fulfilled certain health requirements which are imposed in order to minimize any potential transmission of the virus, both to their own horses and the wider horse population. The mandatory biosecurity measures include isolation for a minimum of 21 days, taking twice daily rectal temperatures and conducting laboratory testing for EHV-1. Release from isolation can only take place on the advice of a veterinarian and in order to be “un-blocked” and have access to FEI Events, the horses will need to comply with all the return to competition protocols and have the restriction lifted by the FEI Veterinary Department.

    We are grateful for the community’s vigilance in all matters of biosecurity and once again reiterate the importance of the Horse Health Requirements and all the preventative measures the community can actively apply in order to minimise the risk of disease transmission.

    Update on confirmed EHV-1 cases in Oliva (ESP)

    The FEI is working closely with the Spanish National Federation, the Spanish Veterinary Authority and the Organising Committee in Oliva following four confirmed cases of EHV-1 at Oliva (ESP). These four horses were among ten horses stabled in the same stable block that developed fever. They were immediately isolated and tested, with four returning a positive test for EHV-1. There have been no reports of any neurological signs in these horses.

    All the precautionary measures to minimise the risk of transmission have been swiftly applied, and ALL the horses attending Oliva from 7 February to 22 February - close to 1,000 horses – are now blocked in the FEI database. This includes any horses that may have already left Oliva to compete at other FEI events.

    For the 82 horses stabled in the same block as the four horses that tested positive, they are required to stay onsite for at least seven days with measures and testing protocols to be fulfilled prior to leaving the venue, while for the remaining horses, they can leave the venue as soon they have completed a pre-departure veterinary check.

    The PRs have all been notified, alongside their respective National Federations.

    FEI Jumping Youth European Championships 2023 / Nominated Entries Deadline*
    Emergency Board Resolution*

    The Board approved an exception to Article 116.2.2 (i) of the General Regulations to reduce to three (3) weeks (instead of four) the deadline for the Nominated Entries for the above mentioned Championship to allow the athletes and horses to achieve the Minimum Eligibility Requirements (MERs) at CSIO Youth Hagen (GER), 13 - 18 June 2023.

    2023 Increase of Entry Fees CSIOs*
    Emergency Board Resolution*

    The Board approved the update of Annex VI.3 “CSIO Requirements Worldwide” of the FEI Jumping Rules 2023 and the increase of the entry fees by 10% as agreed with the Equestrian Organisers and the International Jumping Officials Club with the support of the FEI Jumping Committee. This increase is being introduced to bring CSIO entry fees in line with the entry fees for CSIs approved by the FEI General Assembly 2022.

    Major League of Show Jumping Rules – calendar update
    The Board approved the updated Rules for the Major League of Show Jumping Series 2023 with the exception of the upgrade from CSI3* to CSI5* for Mill Spring (USA), 10-15 October 2023.

    Sunshine Tour 2023 – Grand Prix Rules
    The Board approved the Grand Prix Rules for the Sunshine Tour 2023.

    FEI mourns loss of FEI Jumping Director Marco Fuste (1962 – 2023)

    It is with deep regret and profound sadness that we announce the passing away of FEI Jumping Director Marco Fuste on 5 January.

    On behalf of the FEI Family, which held Marco in the greatest esteem, the FEI extends its deepest condolences to his wife Isa, his daughter Ainoa, his father, extended family, the Spanish equestrian community and everyone around the world who had the chance to get to know and spend time with him.

    Update to the criteria for the allocation of FEI wild card invitations

    With the growing demand for FEI wild card invitations and with changes made to the Jumping Rules for 2023 allowing an additional FEI invitation to an Athlete attempting to earn a Certificate of Capability for the Olympic Games, the FEI Jumping Department and Jumping Committee have reviewed the existing criteria for the allocation of FEI wild card invitations over the past year.

    The updated version is available here and will come into force as of 1 January 2023.

    RANKING RULES

    FEI Medical/Maternity Leave Provisions
    The Board approved the modifications of the Jumping, Dressage, and Driving Ranking Rules regarding maternity leave. The minimum period for maternity leave was shortened from six months to three months. The maximum period of 12 months remained unchanged. Athletes will have the possibility to choose the initial length of their maternity period and the possibility to come back earlier or later than originally indicated, provided the minimum and maximum periods are respected.

    The Board also approved the incorporation of medical and maternity leave provisions into the FEI Endurance and the FEI Para Dressage Ranking Rules.

    The Board approved the rules of the FEI Jumping Youth Nations Cup™ Series 2023. They will be available here.

    Paris 2024 OLYMPIC GAMES

    Appointment of the Jumping Course Designer
    The Board approved the joint appointment of Santiago Varela (ESP) and Gregory Bodo (FRA) as Co-Course Designers for the Jumping and Eventing Jumping Competitions of the Paris 2024 Olympic Games.

    FEI Secretary General approves FEI Calendar 2023

    We are pleased to inform you that the FEI Secretary General has approved the FEI Calendar for 2023 for all disciplines. It can be consulted online in the FEI Database.

    In accordance with the FEI General Regulations, Article 112 Official Calendar, National Federations (NFs) had until 1 October 2022 at the latest to send in applications and modifications to CIs taking place in 2023 to the Secretary General. The Secretary General approves the official Calendar for the following year.

    Approval of the 5* Jumping Calendar for 2024 is scheduled for late November/early December 2022 but could be postponed should the FEI General Assembly in Cape Town (RSA) approve FEI’s proposal to change the deadline for receipt of applications for 5* to 1 May (the year before the Event takes place).

    In addition, the Secretary General has extended the measure taken on 28 February 2022 to remove all international equestrian events in Russia and Belarus from the FEI Calendar. As a consequence, no FEI events will be accepted/entered in either country in the FEI Calendar for 2023.

    The other measures approved by the FEI Executive Board in February remain in place, as follows:

    • Cancellation or relocation of Officials’ course scheduled to be held in Russia and Belarus (if any);
    • Freezing all FEI Solidarity projects planned for/ongoing in Russia and Belarus; and
    • Cancellation of any other FEI activities scheduled to take place in Russia and Belarus.

    The Secretary General has also confirmed that the FEI Board’s Emergency Board Resolution of 2 March 2022 prohibiting all Russian and Belarusian Athletes, Horses and Officials from participating in FEI Events remains in place until further notice.
