About the FEI
Online consultations on the FEI Regulations for Equestrian Events at the Olympic and Paralympic Games Paris 2024 were conducted on 21 and 22 March.
Participants had the opportunity to discuss the Jumping, Dressage and Para Dressage Regulations in individual sessions as part of the wide-ranging Paris 2024 consultation process. The discussion on the Eventing Regulations will take place on 28 March.
The consultations are an opportunity for stakeholders to review and comment on the feedback that was received on the pre-competition and competition Regulations for each discipline.
This feedback was collected through an online questionnaire circulated to stakeholders on 7 December 2021, and the information was reviewed by Consultative Groups set up for each Olympic and Paralympic discipline.
The questionnaire was sent to athletes, officials and other Tokyo 2020 stakeholders, in addition to representatives of the International Jumping Riders Club (IJRC), the International Jumping Officials Club (IJOC), the Jumping Owner’s Club (JOC), the International Dressage Riders Club (IDRC), the International Dressage Trainers Club (IDTC), the International Dressage Officials Club (IDOC), the International Eventing Officials Club (IEOC), FEI Regional Group Chairs, and the relevant FEI Technical Committees.
The information from the consultation sessions will now be consolidated and discussed by the relevant FEI Technical Committees before being put forward to the FEI Sports Forum for discussion on 25 April. The documents for discussion at the FEI Sports Forum, which will include the proposals of the Technical Committees, will be published in advance on the FEI Sports Forum Hub.
Key dates in the consultation process are as follows:

Online questionnaire circulated to 302 Athletes; 51 National Federations; 35 Officials; 7 MOUs Stakeholders and 3 Discipline Managers. All of these stakeholders participated directly at Tokyo 2020 Olympic or Paralympic Games. The deadline for returning the questionnaire was 15 February 2022.

Proposed Olympic and Paralympic Regulations for Paris 2024 will be published, four weeks prior to the FEI General Assembly.

NFs and other stakeholders will have one last opportunity to comment on the Regulations during the Rules Session, which will take place the day before the General Assembly.
The regulations will be put to a vote at the FEI General Assembly and the documents will be submitted to the International Olympic Committee (IOC) and the International Paralympic Committee (IPC) in 2023 for approval.
A special ceremony was held at the Dutch Masters in ‘s-Hertogenbosch to recognise Willem Luiten (NED), former President of the International Jumping Officials Club. Presented by, Stephan Ellenbruch (GER), Chairman of the FEI Jumping Committee, Glenn Maes (BEL), President of the International Jumping Officials Club (IJOC) and Laura van de Graaf (NED) IJOC Board Treasurer, the “IJOC Award” was given to Willem Luiten for his outstanding contribution to IJOC and equestrian sport more generally.
Willem Luiten has been involved in the sport of Jumping at many levels and for a long time, including but not limited to his management role in the Dutch National Federation, national and international judging, and breeding. He is also the proud father of Marten Luiten, the FEI Dressage European Young Riders Champion for two consecutive years.
Following his presidential election in IJOC in 2018, Willem focused on key areas for the development of the Club. The “President’s Blog” as he called it was his invention to develop communication with members. He further strengthened the position of the Club via the Memorandum of Understanding signed with the FEI, propelling the Club to a wider member network and increasing collaboration with the FEI to represent the interests of FEI Jumping Officials in the decision-making process.
Willem stepped down from his role in 2021 due to health reasons but is dedication and achievements will be long respected by all stakeholders in the world of equestrian sport.
In his statement, the current president of the IJOC, Glenn Maes, said: “It is with great respect that I can honour Willem for his career on behalf of the IJOC Board and the member officials of our club around the world. Years ago, Willem and I started our international judging careers together and since then I have highly respected Willem for his commitment and engagement for our sport and for the IJOC”.
Taking into account the impact of the Covid-19 pandemic on the FEI Jumping World Cup™ calendar 2021/2022 (2020/2021 for the South African League), the Board approved a number of by-laws for qualification for the Longines FEI Jumping World Cup™ Final 2022. These had been established specifically for the Leagues and Sub-leagues in which all qualifiers had been cancelled. The FEI Jumping World Cup™ 2021/2022 Rules have been updated. You will find the key modifications outlined below:
Covid-19 By-Laws for Qualification for the 2022 Final approved on 17 February 2022:
Due to the impact of the Covid-19 pandemic on the FEI Jumping World Cup™ calendar for 2021/2022 (2020/2021 for the South African League), the following By-Laws for qualification for the 2022 Final have been established for (Sub-) Leagues in which all qualifiers have been cancelled. These By-Laws may be further updated depending on the evolution of the situation in the various Leagues.
1. Leagues cancelled
For Leagues in which all qualifying Events for the 2021/2022 season (2020/2021 season for the South African League) are cancelled, the Athlete/Horse Combination Ranking 2021 of NFs included in the Leagues concerned will be used to determine the respective qualifications.
2. Sub-Leagues cancelled (Arab League)
For Sub-Leagues in which all qualifying Events for the 2021/2022 season are cancelled, the standings for each Sub-League (North African and Middle East) will be established taking into account all qualifying Events combined over the Sub-Leagues. Qualification for the 2022 Final will be determined using the final Sub-League standings.
FEI Jumping World Cup™ rules affected by the above Covid-19 By-Laws (Covid-19 By-Laws are indicated in italics)
Article 657 - QUALIFICATION FOR THE FEI WORLD CUP™ FINAL
1. Qualification per League
Qualified for the Final are:
1.1. Western Europe
Eighteen Western European Athletes with the highest total points in the Western European League.
1.2. North America
Athletes obtain FEI World Cup™ points for their country of citizenship, i.e. USA, Canada or Mexico, regardless of where they are domiciled in North America.
1.2.1. Seven USA Athletes from East USA (USEF AHSA Zones 1-7).
1.2.2. Three USA Athletes West USA (USEF AHSA Zones 8-12).
1.2.3. Two Canadian Athletes (the two Athletes with the most points).
1.2.4. Two Mexican Athletes (the two Athletes with the most points).
1.3. Extra Athletes
Any Athlete (extra Athlete) from another League, or who is a citizen of a nation not part of a League, domiciled in a country of the League in which he/she is participating, having gained at least as many points as the last qualified Athlete in that League (prior to substitution) is qualified for the Final in the League in which he/she has competed. For the North American League, an Athlete who is a citizen of a nation not part of the North American League or from another League, and who is domiciled in USEF Zones 1-7 or eastern Canada, respectively in USEF Zones 8-12, western Canada or Mexico, must obtain at least as many points as the last qualified East USA, respectively West USA, Athlete (prior to substitution) to qualify for the Final as an extra Athlete.
1.4. Qualification of Finalists from other Leagues
1.4.1 Number of Finalists from other Leagues
The number of finalists from other Leagues will be determined by the FEI Jumping Committee according to the overall standard of their own League.
1.4.2 South African League
The winner of the South African League will qualify for the Final of the following season, i.e. the League winner of the 2020/2021 season will qualify for the 2022 Final. The Horse(s) with which the qualified Athlete participates at the Final must have completed at least one FEI World Cup™ Competition in which the Athlete was eligible to earn points, as the nominated FEI World Cup™ Horse, during the season in which the Athlete qualified (refer to Art. 657.1.10).
N/A for qualification for the 2022 Final, in which case the following will apply:
The Athlete/Horse Combination Ranking 2021 (refer to rules on page 1) of NFs included in the League concerned will be used to determine the respective qualification.
1.5. Substitution of FEI World Cup™ qualified Athletes
In case not all qualified Athletes accept their qualification place for the Final, the following applies:
1.5.1 Western European
18 places, extra Athletes excluded, substitution up to 27th place in the final standings, extra Athletes included.
1.5.2 North America
14 places, extra Athletes excluded, as follows:
• 7 USA Athletes - East USA (USEF Zones 1-7)
• 3 USA Athletes – West USA (USEF Zones 8-12)
• 2 CAN Athletes
• 2 MEX Athletes
Substitution in descending order of the final North American League standings, extra Athletes included.
1.5.3 Central Europe
3 places, extra Athletes excluded; substitution up to 4th place in the final standings, extra Athletes included.
1.5.4 South America South (consists of ARG, BRA, CHI and URU)*
2 places, extra Athletes excluded; substitution up to 4th place in the final standings, extra Athletes included.
1.5.5 Australia
2 places, extra Athletes excluded, substitution up to 3rd place in the final standings, extra Athletes included.
1.5.6 Central America and Caribbean Islands, Japan, South America North (South America North consists of BOL, COL, ECU, PER + VEN)*, New Zealand, China, South East Asia, Central Asia and South Africa
1 place, extra Athletes excluded, substitution up to 2nd place in the final standings, extra Athletes included.
N/A for cancelled Leagues in the 2021/2022 season (2020/2021 season for the South African League), in which case the following will apply:
1 place, selected from the Athlete/Horse Combination Ranking 2021 (refer to rules on page 1) of NFs included in the League concerned, no substitution.
1.5.7 Arab League
1.5.7.1 Middle East Sub-League: 3 places, extra Athletes excluded, substitution up to 5th place in the final Sub-League standings, extra Athletes included.
1.5.7.2 North African Sub-League: 2 places, extra Athletes excluded, substitution up to 5th place in the final Sub-League standings, extra Athletes included.
N/A for the 2021/2022 season, for which the following will apply:
2 places, extra Athletes excluded, through the final North African Sub-League standings season 2021/2022, no substitution.
1.5.8 Korea
1 place, extra Athletes excluded, no substitution
1.5.9 Eurasian League:

Annex C – RULES FOR THE SOUTH EAST ASIAN LEAGUE
11. Qualification for the FEI World Cup™ Final
The number of Athletes qualified for the Final from the South East Asian League will be one through the Athlete/Horse Combination Ranking 2021 (refer to rules on page 1) of NFs included in the China League. There will be substitution to second place in the South East Asian League Overall Standings.
Annex D – RULES FOR THE ARAB LEAGUE
12. Qualification for the FEI World Cup™ Final
The number of Athletes qualified for the Final from the Middle East Sub-League will be three; the number of Athletes qualified for the Final from the North African Sub-League will be two. There will be substitution to fifth place in the respective Middle East Sub-League overall Standings. There will be no substitution in the North African Sub-League overall Standings.
Annex G – RULES FOR THE CHINA LEAGUE
5. Qualification for the FEI World Cup™ Final
One Athlete from the China League (Chinese, Hong Kong or Chinese Taipei Athlete) will qualify for the FEI Jumping World Cup™ Final through the Athlete/Horse Combination Ranking 2021 (refer to rules on page 1) of NFs included in the China League. There will be substitution to the second place in the China League standings (refer to Art. 657.1.5.6).

The entire showjumping community has been devastated by the current linked outbreaks in Spain of the neurological form of EHV-1 that has impacted horses in 10 countries in mainland Europe. Through the hard work and dedication of many in our community, progress is clearly being made towards bringing the immediate situation under control. However, many riders and owners are facing severe financial hardship due to the costs of emergency veterinary treatment for their horses during the crisis.
In order to provide support for those affected by these unforeseen and, in many cases, very substantial expenses, the EHV Relief Fund has been established. The brainchild of showjumping athletes Emile Hendrix, Peter Charles and Frederick Goltz, the Fund has the support of the FEI, European Equestrian Federation, International Jumping Riders Club, Jumping Owners Club and Equestrian Organisers. In addition, Riders Help Riders, the fundraising campaign set up by German event organiser and sports marketer Axel Milkau, has joined forces with the Fund. Collectively, this group have set themselves up as the Sponsors of the Fund.
The mandate of the Fund is to provide financial support to riders and owners for the legitimate veterinary expenses resulting directly from the EHV-1 outbreaks in Spain. All proceeds raised by the Fund will be applied to this mission. Any administrative or other costs of the Fund will be borne by the Sponsors.
Guidelines for the submission of funding requests will be published in due course, but the basic principle will be to:
The Sponsors have created an oversight committee to manage distribution of the funds based on this mandate. The Sponsors are committed to full transparency and the accounts of the Fund will be published when it is wound-up.
“Despite these desperately distressing times, it has been heartwarming to see in practice what we all know to be true: that in our sport, the welfare of the horse comes first, no matter the circumstance”, Frederick Goltz said. “As part of that special community ethos, we would hope that the broader showjumping community will help to bear some of the costs, particularly in an environment made all the more difficult by Covid-19.”
A total of €250,000 has already been pledged to the Fund, including monies committed by the Sponsors, other donors, and the very successful fundraising effort already undertaken by the Riders Help Riders team.

The FEI Board has approved four recommendations from the FEI Jumping Calendar Task Force to allow greater flexibility around Date Clash Rules, Calendar Applications, Date Change Applications due to EHV-1, as well as new dates for the FEI WBFSH Jumping World Breeding Championship for Young Horses 2021, Lanaken (BEL).
These Calendar measures seek to mitigate the negative effects of Covid-19 and EHV-1, and in particular to allow as many Events as possible to take place leading up to Tokyo 2020. They will provide Athletes more opportunities to compete to obtain the Minimum Eligibility Requirements (MERs) and Confirmation Results, and to train for the Olympic Games as well as for other Championships, while for Organisers, these measures provide more flexibility to re-schedule their cancelled or postponed Events.
The FEI Jumping Calendar measures approved by the FEI Board today are:
A communication is also being sent to FEI Jumping Athletes informing them of changes to the deadlines for calendar applications as well as Jumping Events that have been added or moved in the FEI Calendar today.
And lastly, we would like to also highlight that the FEI will be announcing Calendar Measures for the other disciplines in the coming days, following input from each of the dedicated Calendar Task Forces.
Information on date clash between the CSI5*-W Helsinki (FIN) and CSI5* GCT/GCL Shanghai (CHN)
Due to the impact of the Covid-19 pandemic on the FEI Calendar and in the interest of the sport, the FEI has agreed to the date clash between the CSI5*-W Helsinki (FIN) and CSI5* GCT/GCL Shanghai (CHN). Both Organisers have agreed that any NF will be entitled to select and enter any Athlete for the CSI5*-W Helsinki (FIN) without any consequences or sanction from GCT/GCL against Athletes that are members of a GCL Team and that this should not be regarded as a breach of any contractual obligation between the Athlete and GCT/GCL and/or Team owner.
Furthermore, neither Event will make a special effort to attract Athletes from each other, while being aware that the choice ultimately rests with the Athletes and the National Federations. Chefs d’équipe and national selectors, together with the IJRC, will be requested to cooperate to attract top Athletes to both Events. The FEI will work with NFs and the IJRC to attract top athletes to both events.
The FEI Education & Officials Department have recently published explainer videos for the major FEI Jumping 2021 Rule changes.
These videos are mainly aimed at Officials and Athletes who are required to be up-to-date with the different rules. For the wider audience these videos will serve a rather informative purpose, providing a deeper understanding of our sport. The goal of these short videos is to highlight the most impactful rule changes and their rationale in each discipline, as well as more general regulations including the Equine Anti-Doping Controlled Medication Regulations and the Anti-Doping Rules for Human Athletes which underwent a full review in 2020.

Following discussions between the United States Equestrian Federation (USEF) and the World Equestrian Center (WEC), which are still ongoing, an interim agreement has been reached that will allow the Ocala Winter Spectacular to go ahead from 6 January 2021.
As a result of the agreement, the USEF has withdrawn its request to the FEI to apply the Unsanctioned Event rule against Ocala. The request has been acknowledged by the FEI Executive Board and the FEI confirms that it will not apply the Unsanctioned Event provisions against Athletes, Horses or Officials that participate in Ocala during the 12-week Winter Spectacular.
Together with the USEF, the FEI will look at potential alternative plans for the US leg of the FEI Jumping Nations Cup™ in 2021, as the CSIO5* scheduled to run at the WEC from 16-21 March 2021 will now not take place.

The FEI Board’s decision on 24 September 2020 to suspend the United Arab Emirates National Federation for breaches of FEI Rules has resulted in a number of enquiries.
