FEI Rules Revision Policies

In this section you will find the:

  • The Rules Revision Process Policy (approved by the FEI Board during its in-person meeting in Lausanne (SUI) on 18-19 June 2018).   
  • The Periodicial Rules Revision Policy (approved by the FEI Board during its in-person meeting in Lausanne (SUI) on 19, 20 and 21 June 2019 and endorsed by the General Assembly on 19 November 2019).

Based on the Rules Revision Process Policy below you can find the key dates for the Rules Revision 2024:

  • 1 March 2024 (23:59 Central European Time): National Federations and Stakeholders with whom the FEI has signed an MOU have the opportunity to propose Rules changes by using the Templates below. ONLY proposals submitted online on the Rules Revision Platform using the respective Templates below will be accepted:
  • 26 June 2024: The FEI will provide National Federations and Stakeholders with the 1st Draft of proposed Rules changes.
    • The 1st Draft of proposed Rules changes as well as the Templates to provide feedback by 21 August 2024 can be found HERE. ONLY proposals submitted online on the Rules Revision Platform using the respective Templates will be accepted.
  • 21 August 2024 (23:59 Central European Summer Time): National Federations and Stakeholders are given eight weeks to review the 1st Draft and the proposed amendments lay down in this 1st Draft and make comments and/or propose any changes in relation to the amendments referenced in the 1st Draft only.
  • 16 October 2024: Final Draft of the proposed Rules changes to be provided to National Federations and Stakeholders. 
  • 12 November 2024: Rules Session.
  • 13 November 2024: Voting of Rules at the General Assembly.

As per the Periodical Rules Revision Policy only the Equine Anti-Doping and Controlled Medication Regulations will be fully reviewed in 2024.

The other set of FEI Sport Rules, as mentioned in the Policy, can only be modified in the following cases:

  1. Urgent repairs, i.e., changes in the Rules that cannot await because of their impact on the welfare of the Horses or the safety of the Athletes.
  2. Correction of inconsistencies, manifest errors, contradictions, etc.
  3. New/recently introduced rule(s) that has(ve) proven to be problematic in its implementation.
  4. Implementation of new technology development(s) relevant to the specific set of Rules.
  5. IOC, IPC, WADA, ASOIF and similar organisations’ policies’ implementation; and
  6. Other scenarios not foreseen by this Policy as considered and approved by the Board.

Therefore, if you are proposing a change to a FEI Rules and Regulations other than to the Equine Anti-Doping & Controlled Medication Regulations you must use the General Template provided to you above and also indicate on which of the above criteria your proposed rule change is based. As discussed and agreed at the General Assembly 2023 compliance with these criteria will be strictly monitored in order to ensure that the number of proposed rule changes is reasonable. Please note these criteria do not apply to proposed changes to the FEI General Regulations, FEI Statutes, Internal Regulations of the FEI, Internal Regulations of the FEI Tribunal and Sport Rules for Series.
