    Distribution of the FEI Measuring Devices to FEI Stewards

    As you know, starting from 1 May 2025, the tightness of nosebands at FEI Events across all FEI Disciplines will be controlled using the FEI Measuring Device.

    With the implementation day fast approaching, please be informed that as a priority, all active FEI Stewards will receive one FEI Measuring Device free of charge.  

    We kindly request your assistance in distributing the devices to your active FEI Stewards. The FEI will start sending packages to the National Federations in the upcoming week with a list of your FEI Stewards who are active and fulfil the requirements to officiate at FEI Events.

    We will provide further information to the broader equestrian community on how to purchase the FEI Measuring Device.

    FEI ENDURANCE UPDATE

    Endurance Officials Reports 2025
    We are pleased to inform you that the FEI Endurance Chief Steward and Foreign Judge/President of the Ground Jury Reports for 2025 are now published on the FEI Endurance Forms & Downloads page on Inside.FEI.org.

    FEI Endurance Education System 2025
    An updated version of the FEI Endurance Education System 2025 has been published on the FEI Endurance Education System page. Kindly note that the mark-up version is not available, as there were many formatting edits and only two changes to its content:

    • Level 1 Judge and Steward: The requirements have been clarified.
    • Level 4 for all functions: After completing the first two phases of the Level 4 course, Officials will be 'provisionally' transferred up, and the promotion will be confirmed after attending the course in Lausanne.

    FEI Competency-based Evaluation System (CES) 2025
    Kindly note that the CES 2025 has been sent out to all FEI Officials on 16 December 2024. This CES is composed of the General Module and only one CES for all FEI Endurance functions.

    FEI Endurance Schedules
    The FEI Endurance Draft Schedule template for 2025 is available on the FEI Endurance Draft Schedules & General Info page. Please make sure that all draft schedules are submitted using this official template; schedules in any other format will not be accepted.

    We would also like to kindly remind you of the following deadlines set forth in the FEI General Regulations (Article 110.2) for the approval of schedules:

    2.1. CIs:
    (i)  Draft Schedules must be received by the FEI at the latest ten (10) weeks prior to the Event.
    (ii)  Definite Schedules must reach the FEI at the latest four (4) weeks prior to the Event.

    2.2. CIMs:
    Unless the Sport Rules for any Discipline indicate otherwise, the following deadlines apply:
    (i) Draft Schedules for CIMS which are approved by the FEI must reach the FEI four (4) weeks prior to the Event.
    (ii) Definite Schedules must reach the FEI two (2) weeks prior to the Event.

    We kindly ask all National Federations to submit draft schedules via email to endurance@fei.org within these above mentioned deadlines.

    At the FEI Endurance World Championship for Young Horses and FEI Endurance European Championship for Young Riders & Juniors 2024 held in Arborea (ITA), the UAE took the top spots in the Young Horses Individual and Team competitions, while Spain, France and Italy dominated the podiums in the Young Riders and Juniors competitions

    NERF (Namibia Endurance Riding Federation) Endurance Rides are considered as Unsanctioned Events

    We would like to hereby inform you that all Endurance rides organised by the Namibia Endurance Riding Federation (NERF) in 2024, including but not limited to the upcoming Endurance rides on 4 & 5 October 2024 are considered as Unsanctioned Events by the FEI in accordance with Articles 113.4-9, 155.6-11 and Appendix J of the FEI General Regulations.

    An Unsanctioned Event is “an event and/or a competition that is neither published in the official Calendar nor authorised by a NF and/or a National Event authorised or organised by a NF that is suspended by the FEI”. Please also refer to the Appendix J of the FEI General Regulations for the rationale for the Unsanctioned Event Provisions.

    Please be aware of the possible following consequences should an Athlete and/Horse participate in an Unsanctioned Event:

    An Athlete and/or Horse, even if registered with the FEI, is not eligible to participate in an International Event or National Event (and so may not be invited by an OC to such Event or entered by an NF in such Event) if that Athlete and/or Horse has participated, in the six (6) months prior to the first day of the International Event or National Event in question, in an Unsanctioned Event.
     
    The same corresponding possible consequences apply to the FEI Officials:

    An Official is not eligible to participate in an International Event or National Event (and so may not be invited or nominated to participate in such event) if the Official has participated, in the six (6) months prior to the first day of the International Event or National Event in question, in an Unsanctioned Event.
     
    In addition, please note that where it is then alleged by the FEI that a person participated in an Unsanctioned Event, the FEI shall notify the relevant person(s) of the alleged participation in an Unsanctioned Event and shall give such person(s) an opportunity to be heard in either written or oral form.

    Any Decision of the FEI Secretary General to apply Article 113.4, respectively Article 155.6, may be appealed to the FEI Tribunal in accordance with Article 162.5 of the FEI General Regulations and the Internal Regulations of the FEI Tribunal.

    Instead of applying the sanctions provided for in Article 113.4, respectively Article 155.6, the FEI may issue:

    (i) a “no fault” finding where:
       (a) the Athlete, Official and/or Horse participated in an event that would clearly have been sanctioned by the FEI or the NF but for administrative error by the organiser of the Unsanctioned Event; or
       (b) exceptional circumstances exist; or

    (ii) a “Warning” in circumstances where the Athlete, Official or Owner was reasonably aware that the event was not sanctioned (and there is no suggestion of an administrative error by the organiser) but has demonstrated that the event otherwise adhered to the objectives of the FEI as stated in the Appendix J.

    FEI Board Resolutions, 24 September 2024 - Endurance

    The FEI Board held a teleconference on 24 September. The main Endurance resolutions taken on this occasion are listed below.

    UNAFFILIATED Namibia Endurance Riding Federation (NERF)
    The Board approved that the Endurance Events taking place in Namibia in 2024 and organised by the Namibia Endurance Riding Federation will be considered as Unsanctioned Events. Officials, Organisers, and Athletes will be informed officially by Friday, 27 September 2024.

    Reminder – Deadline for Definite Entries of the FEI Endurance European Championship for Young Riders & Juniors and FEI Endurance World Championship for Young Horses in Arborea (ITA), 26 - 29 September 2024

    We would like to remind you that the deadline for the Definite Entries of the FEI Endurance European Championship for Young Riders & Juniors and FEI Endurance World Championship for Young Horses in Arborea (ITA) is this Thursday, 12 September 2024.

    The Definite Entries must be received by the FEI no later than Thursday, 12 September 2024 23:59 CEST.

    FEI Calendar 2025 deadline - Reminder

    We wish to remind you that in accordance with Art. 112 of the FEI General Regulations, the dates for all 2025 International Events must be entered into the FEI online Calendar through FEI Database before Tuesday 01 October 2024 midnight CEST, with the exception of CSI5* and CSIO5* Events for 2025 which had to be entered before 1 May 2024 and have already been approved as previously indicated in our newsletter dated 22 August 2024.

    At 23:59 CEST on 01 October 2024, the 2025 online Calendar will be blocked. Any modification requested after the deadline will need to be addressed to the FEI by email (calendar@fei.org) using the Calendar Form available on FEI Documents.

    Launch of the “Be a Guardian” initiative 

    The FEI will launch the "Be a Guardian" initiative today, calling on community members to embrace their roles as guardians of FEI horses. A full press release will be issued shortly and can be found here.

    The ‘Be a Guardian’ initiative represents a significant shift in the FEI's approach to equine care, emphasising the importance of horse welfare.

    Based on the concept of guardianship, the Equine Ethics and Wellbeing Commission created a comprehensive document highlighting six priority areas and 30 recommendations to improve the welfare of sport horses.

    The FEI has since developed an Equine Welfare Strategy Action Plan to address the priorities identified by the Commission.

    Supported by a CHF 1 million allocation approved by the FEI Board in June 2024, this plan aims to enhance the wellbeing of FEI horses through robust rules, guidelines, educational programmes, and various initiatives.

    The goal is to respect the natural needs of horses in international equestrian sports, fostering a global commitment to equine welfare and ensuring that horses receive the care and respect they deserve.

    We urge our National Federations to embrace this call to action, actively promote this shift in perspective, and recognise the responsibility we all share in being the guardians of our beloved horses.
