I don’t have any internet connection at the Venue to enter the temperatures while my Horse is present at the FEI Event, what can I do?
It is very rare for there to be no internet connection at all at an FEI Event Venue. Please make sure to ask the OC where Wi-Fi is available. However, it is still possible to enter your Horse Event temperatures as we allow the possibility of entering the Horse’ temperatures up to three days in the past in the FEI HorseApp. These can therefore be entered when you find an internet connection or when you arrive home (time depending). Furthermore, if you do not have the possibility to enter the temperatures of your Horse in the FEI HorseApp and you need to, you can ask people to associate themselves with your Horse so they can enter the temperatures on the FEI HorseApp on your behalf. |
I have a non-competing/accompanying Horse that will be stabled in the FEI stables but will not compete at the FEI Event, do I need to fill in the Horse Health Requirements in the FEI HorseApp for this Horse as well?
Yes, all the Horses that are stabled in the FEI stables must be registered in the FEI Database with a FEI ID number, examined on arrival and fulfil the Horse Health Requirements even if they are not competing in the FEI Event. |
Do I need to enter the Horse’s temperature in the FEI HorseApp on the day the Horse leaves the Venue?
The Horse’s temperature must be taken and entered in the FEI HorseApp until the departure of the Horse. If you leave the Venue on Monday afternoon, you will have to enter the AM temperature on the FEI HorseApp. |
What if I arrive at the FEI Venue and the FEI Veterinarians are not yet present?
If you have arrived during the times allowed as specified on the Schedule of the Event, there will be a FEI Veterinarian present. Please make contact with the Stable Manager or Organising Committee who can contact the Vet accordingly to come examine your Horses on arrival. Horses cannot enter the FEI stables prior to the official Opening of Stables as mentioned in the Schedule of the Event. |
The Organising Committee did not check me out on the day I left the Venue and I have now received a warning, what shall I do?
Please contact usersupport@fei.org and explain the situation and when you left the Venue. The FEI will follow-up with the Organising Committee to confirm your departure date. Please always encourage the OCs to check you out when you collect your Horse’ passport at the end of the Event. |
Horse Health Requirements Sanctions

Will the Horse Health Requirements be removed? |
The welfare of the Horse is our number 1 priority. EHV-1 and other infectious diseases can have serious implications on our sport, so the strict requirements will remain to ensure we do the best for our Horses and to keep our industry alive, robust and healthy. |
Will the fines and suspensions be adapted over time? |
As of 4 July 2022 the sanction system is revised to align the strength of the sanctions with the biosecurity risks at FEI Events and to give a bit more flexibility to PRs. An overview of the revised sanction system can be seen here. |

General Questions | |
How can I find the Horse on the FEI HorseApp? |
To identify the Horse, we suggest you use a microchip reader that is compatible with the application (you will find a list here), you would scan the Horse’ microchip and the profile of the Horse will open on the FEI HorseApp. You can also search by FEI ID number, if the Horse has a FEI Recognition Card/FEI Passport, you can see the FEI ID on the first page and search for the Horse with its FEI ID on the FEI HorseApp. It is very important to identify and enter the correct Horse in the FEI HorseApp. |
How can we perform the Examination on Arrival if we have no or poor internet connection?
The Examination on Arrival must be performed by FEI Veterinarians, in accordance with the FEI Veterinary Regulations. In exceptional circumstances where there is no or poor internet connection, the temperatures of the Horses taken during the EOA can be noted down on a piece of paper. Later in the day (must be the same day), this information will need to be entered by the Veterinarian in the FEI HorseApp, by typing in the FEI ID number of the Horse and the temperature taken. It is very important that this is done on the same day that the Horse arrived at the Venue. Each Horse present at a FEI Event needs to be entered in the FEI HorseApp with the temperature taken. We are currently working on an offline mode to perform the Examination on Arrival in the FEI HorseApp when there is no internet connection. |
Which Veterinarians perform the Examination on Arrival?
It is the responsibility of the Veterinary Delegate/President of the Vet Commission together with the VSM to organise and coordinate the Examination on Arrival process; as well as ensuring all biosecurity measures are in place and respected. However, any active FEI Permitted Treating Veterinarian or FEI Official Veterinarian can perform the EOA at any FEI Event. |
Can a Vet Student help the FEI Veterinarians to perform the Examination on Arrival?
Currently only FEI PTVs or FEI OVs can login to the FEI HorseApp to enter the Examination on Arrival information. We are working on creating access to Vet Students who can also assist if authorized by their supervising FEI PTV or FEI OV on site. Vet Students can assist their Vets with the logistics of the EOA, the microchip scanning, the passport checks and the overall organization. |
I have accidentally entered the wrong Horse in the FEI HorseApp, what can I do?
Please re-enter the correct Horse you are examining by correctly identifying it and entering the correct information. Then please contact usersupport@fei.org with the name and FEI ID of the Horse you have wrongly entered in the FEI HorseApp. |
Who needs to check-out the Horses in the FEI HorseApp?
The check-out of the Horses is the responsibility of the Organising Committee. Further information for the Organising Committee can be found here. |
Do I need to enter the daily temperature recordings of all Horses during the Event?
No, this is the responsibility of the Person Responsible to enter the two daily temperatures of their Horses on the FEI HorseApp. You will then be able to control them on the FEI HorseApp. You can consult the daily temperature recordings of all Horses present at the Event you are officiating at in the Temperature check section on the FEI HorseApp. Click here for more information. |
What if a Person Responsible has not filled in the Horse Health Requirements for their Horses prior to arrival?
As a Veterinarian your main role is to examine the Horse on arrival and decide if the horse is fit/healthy to enter the FEI Venue (Art. 1031 FEI VRs). The pre-Event requirements that the PR must fill in are there to assist your decision by providing you with three days of temperature recordings and a health declaration. If you believe the Horse is fit and healthy regardless if the Requirements have been completed, you can let the Horse enter the Venue and the PR will be sanctioned accordingly. If you believe the Horse is not fit and healthy to enter the Venue then you can refuse entry to this Horse or place this Horse into isolation. |
Does a non-competing/accompanying Horse that is stabled in the FEI stables but does not compete at the FEI Event have to be Examined on Arrival with the FEI HorseApp?
Yes, all the Horses that are stabled in the FEI stables must be registered in the FEI Database with a FEI ID number, examined on arrival and fulfil the Horse Health Requirements even if they are not competing in the FEI Event. |
You will find useful information about the Horse Health Requirements and an overview of the main information here.
General Questions | |
When do I need to check-out the Horses from my Event? |
The Horses must be checked-out via the FEI HorseApp on the day the Horse leaves the FEI Event Venue. This provides correct information on the location of the Horse and is essential for Horse traceability. We suggest you check-out the Horse when you give the FEI documents/Horse passports back to the Athlete/Owner. |
I couldn’t check-out the Horse on the day of departure, what should I do?
If for some reason you did not have the possibility to check-out a Horse on the day of departure, please do not check-out the Horse the day after or several days after. Please contact usersupport@fei.org with the name and FEI ID of the Horse and the departure date. |
What happens if I check the Horse out the day after or several days after it has left the Venue?
If a Horse is not checked out on the day of departure, not only is the Horse traceability information incorrect, but an incorrect sanction will be issued for the PR of this Horse. It is the responsibility of the Organising Committee to check-out the Horses on the day the Horse leaves the FEI Venue. |
How to check-out Horses when there is no or poor internet connection?
It is rare for an Organiser or Show Office to not have an internet connection, but if this is the case then the check-out can be done later in the day perhaps when back at the hotel/home or connected to a local Wi-Fi network – however it must be done the same day the Horse leaves the Venue. |
Can national Horses be stabled in FEI stables?
Horses that are not competing in FEI Events and/or are not FEI Horses must be stabled in complete separate stables from the FEI Horses. If national Horses are stabled in the FEI stables they would be considered the same as non-competing/transit Horses and must adhere to Art. 1003 of the FEI Veterinary Regulations; This means having a FEI ID number, being examined on arrival and fulfilling the Horse Health Requirements even if they are not competing in FEI Events. As Organiser, it is important you communicate accordingly to the Athletes coming to your Event if their national Horses will be stabled in the FEI stables so they are aware of the requirements that need to be fulfilled. |
