*Indicates an Emergency Board Decision as per Article 20.3 of the FEI Statutes, whereby in an Emergency Situation - a serious situation or occurrence that happens unexpectedly and clearly requires immediate action - the Board may, by a two-thirds (2/3) majority of votes cast, pass Resolutions which are normally the prerogatives of the General Assembly. National Federations are informed of all Emergency Resolutions and those eligible to vote have up to 30 days of the date of the notice to declare their disapproval by contacting the FEI Director Governance & Institutional Affairs. The deadlines are clearly marked within each resolution.

Modifications to Olympic and Paralympic Regulations
 

The Board approved two Board Resolutions:

  • Addition to Article 600 as follows:

“Given the Covid-19 related measures and requirements applicable prior to and at the Tokyo 2020 Olympic Games (including but not limited to the IOC’s Playbooks, Rules & Regulations, the Organising Committee of the Olympic Games 2020’s requirements, and the Japanese Health Authorities’ requirements), not every eventuality can be provided for in these Olympic Regulations; therefore the FEI, acting through the FEI Secretary General, shall be entitled to take any appropriate emergency decision or measure in order to ensure the running and completion of any of the Competitions. For the avoidance of any doubt, any such decision or measure can include, but is not limited to, appointing reserve Official(s), replacing Official(s), changing the composition of Ground Juries and/or Veterinary Panels (including reducing the minimum number of Ground Jury members or any other requirements), approving any appropriate and necessary deviation(s) to the FEI Statutes, FEI General Regulations, Internal Regulations of the FEI and Sport Rules.”

  • Updates to Articles 620 and 621, further to the confirmation of the IOC and Tokyo Organising committee to review the Horse Owner accreditations to “Horse Support Personnel” the following has been included.as follows:

Article 620 – OWNERS OF HORSES (point 1 regarding Accreditation)

“Note: Further to the Accreditation Process Update issued by the IOC and Tokyo 2020 in May 2021, this provision will not apply at the Tokyo 2020 Olympic Games. The accreditations previously made available for owners will be issued to horse support personnel (administered by the NOCs) for essential and operational needs only.”

Article 621 - ACCESS TO STABLES

“NOC (Horse Owner) (Not more than two owners per Horse) Not applicable for horse owners; access granted to horse support personnel administered by NOC instead (see note to Article 620 above).

Reserve Horse owner Not applicable for horse owners; access granted to horse support personnel administered by NOC instead (see note to Article 620 above).”

The corresponding changes were also made to the Paralympic Regulations.

The Board approved the Competition Schedules for the postponed Tokyo 2020 Olympic and Paralympic Games, which can be found here.

FEI Regulations for Equestrian Events Tokyo 2020 Olympic and Paralympic Games
 

The Board approved the revised FEI Regulations for Equestrian Events Tokyo (JPN) 2020 Olympic Games and Paralympic Games. These are now available here, in both clean and mark-up versions:

Tokyo 2020 Paralympic Games: Qualification System
 

Further to confirmation from the International Paralympic Committee, the Board approved the modifications to the Qualification System for the Tokyo 2020 Paralympic Games.

Dressage Calendar: Prioritising CDIOs
 

The Board approved prioritising all CDIOs in view of preparation of teams for the Tokyo Olympic Games. Until 31 December 2020:

  • All CDIOs will be prioritised when date clashes are being considered, regardless of whether they are standalone Events or part of a Series, to allow for team preparation in the build-up to the Olympic Games in 2021.
  • Review of date clashes will be done on a case-by-case basis once applications and/or modifications are received from National Federations.

Eventing Calendar: CCI4* MER opportunities
 

The Board approved the following Resolution in relation to CCIO/Nations Cup 2020:

  • The 2020 Calendar will be left open to encourage all possible CCI4* Minimum Eligibility Requirement (MER) opportunities. Impacted National Federations/Organisers will be consulted by the FEI.

Tokyo 2020 Olympic Games: Qualification System
 

Based on Article 20.1 vii of the FEI Statutes, the Board agreed with the modifications of the Tokyo 2020 Qualification Systems for the three Olympic Disciplines.

The key changes are set out below:

  • MER and Confirmation Result Deadline set for 21 June 2021.
  • Inclusion of new concept of “Confirmation Result”  for the 3 disciplines for those Athlete/Horse combinations that had achieved a MER during the period 1 January 2019 – 31 December 2019).
  • 2021 MER Events to be published in December 2020. MERs can be achieved at all 2020 Events at the relevant level to take account of the impact of Covid-19 on the FEI Calendar.
  • Horses Ownership/Nationality: In addition, the Board agreed to, similar to the principle that applied in 2020, set the deadline for Horses to be registered with the FEI as property of owners of the same nationality by 15 January 2021.
