The Equine Anti-Doping and Controlled Medication Regulations (EADCMRs)
The EADCMRs are adopted and implemented in conformity with the undertakings of the FEI in the spirit of the World Anti-Doping Code.
Fundamental Rationale for the FEI's EADCM Regulations
Anti-Doping programs seek to preserve what is intrinsically valuable about sport. This intrinsic value is often referred to as "the spirit of sport"; it is the essence of Olympism; it is how we play true. The spirit of sport is the celebration of the human spirit, body and mind, and is reflected in the values we find in and through sport, including:

♦ Health
♦ Excellence in performance
♦ Character and education
♦ Fun and joy
♦ Teamwork
♦ Dedication and commitment
♦ Respect for rules and laws
♦ Respect for self and other participants
♦ Courage
♦ Community and solidarity
Doping is fundamentally contrary to the spirit of sport.
The EADCMRs are Sport Rules governing the conditions under which sport is performed. Persons Responsible (including additional Persons Responsible) and their Support Personnel accept these Regulations as a condition of participation and involvement in FEI activities and shall therefore be bound by them.
The EADCMRs are divided into two sections, the Equine Anti-Doping Rules and the Equine Controlled Medication Rules. The Anti-Doping Rules are applicable to any rule violation involving Banned Substances and the Equine Controlled Medication Rules are applicable to any rule violation involving Controlled Medication. Banned Substances and Controlled Medication are collectively known as 'Prohibited Substances'.
The Prohibited Substances List (Definition):
The list identifying the Banned Substances/Controlled Medication Substances and Banned Methods/Controlled Medication Methods as published from time to time under the direction of the Secretary General.
Substances with the same biological or chemical effect as a Prohibited Substance are also included on the List as a legal matter, even if they are not specifically listed by name on the List. This is to prevent anyone using substances that are almost identical to a specifically listed Prohibited Substance in either their chemical composition or biological effect.
The List is revised by a group of experts (List Group) who propose changes to the FEI Board once a year. All changes come into effect 90 days after publication. The List is available in the “Resources” section of the Clean Sport toolkit, on www.cleansport.org and as a smartphone app.
1244 Prohibited Substances in total:
♦ 998 Banned Substances
♦ 246 Controlled Medication
Banned Substance
♦ no legitimate use in the competition Horse and/or
♦ have a high potential for abuse
Banned Substances are prohibited at all times.
Controlled Medication Substance
Substance that is therapeutic and/or commonly used in equine medicine, considered to have:
♦ the potential to affect performance, and/or
♦ a potential welfare risk to the Horse
Controlled Medication Substances are prohibited In-Competition only.
Prohibited Substances that are identified as Specified Substances should not in any way be considered less important or less dangerous than other Prohibited Substances.
Rather, they are simply substances which are more likely to have been ingested by Horses for a purpose other than the enhancement of sport performance, for example, through a contaminated food substance.
A Specified Substance can be either a Controlled Medication or a Banned Substance.
For example, caffeine is a Controlled Medication (Specified Substance).
Synephrine is a Banned Substance (Specified Substance).
