FEI Eventing Rule Changes 2025

Appointment of Officials (Article 513)

All Judges, Technical Delegates, Course Designers, and Stewards officiating at FEI Eventing events must now hold FEI certification. This update concludes the transition period initiated in 2023 to standardise officiating at international events.

Conflict of Interest Policy (Article 513.10)

The policy has been extended to all levels of competition. If unavoidable, conflicts of interest for Course Designers must be declared in advance, and Jumping course design delegated to a qualified Jumping Course Designer. No exemptions will be granted to Course Designers serving as Chef d’Équipe or Official Trainers at the event.

Horse Fall Systematic Interviews (New Article 524.3)

Athletes involved in horse falls are now required to undergo a systematic interview with the Ground Jury or Technical Delegate. This educational measure aims to enhance risk management and is recorded in the official event report.

Levels of Difficulty (Article 501.3.3)

For regions with fewer competitive opportunities, hybrid formats combining Dressage and Jumping tests of a higher star level than Cross-Country may be proposed for FEI Technical Committee approval.

Dressage Test Selection for Championships (Article 543.1.2)

In consultation with the Organising Committees, the Eventing Committee will select Dressage Tests for Championships and Games by 1 January for the upcoming year, reflecting an expanded test selection introduced in 2024.

Saddlery in Dressage Tests (Article 539.2.2)

Martingale stoppers are permitted in Eventing Dressage Tests.

Noseband Tightness Standards (Veterinary Regulations, Article 1044.8)

A new FEI measuring device for noseband tightness will be introduced across disciplines, starting 1 May 2025, to ensure consistent and reliable readings.
