*Indicates an Emergency Board Decision as per Article 20.3 of the FEI Statutes, whereby in an Emergency Situation - a serious situation or occurrence that happens unexpectedly and clearly requires immediate action - the Board may, by a two-thirds (2/3) majority of votes cast, pass Resolutions which are normally the prerogatives of the General Assembly. National Federations are informed of all Emergency Resolutions and those eligible to vote have up to 30 days of the date of the notice to declare their disapproval by contacting the FEI Director Governance & Institutional Affairs. The deadlines are clearly marked within each resolution.

Emergency Board Resolution *

Covid-19 Exemption: CVIOs – Nations Teams. (Extension to *Emergency Board Resolution of 16 March 2021)

 

The Board approves the Covid-19 exemption regarding CVIOs – Nations Teams until further notice. 

Due to the Covid-19 pandemic, Organisers of a CVIO might not be able to schedule Squad or Pas-de-Deux competitions. The Board approved a resolution whereby CVIOs with nation’s team competitions with competitive units composed of three individuals will exceptionally be permitted.

In addition, and further to the Emergency Board Resolution on 18 November 2020, Article 701.7 shall read as follows for the 2021 Calendar season (as there will be Squads and PDD competitions at the 2021 FEI World Vaulting Championships, for seniors and Juniors):

Organisers should not be obliged to organise Squad competitions. The FEI recommends not to host Squad competitions at any level and in any category.”

Temporary Rules Amendments (Extension to *Emergency Board Resolution of 10 September and 18 November 2020)

 

The Board approves, until further notice, the continuation of derogations from the Vaulting Rules:

·      Article 701.7: Organisers should not be obliged to organise Squad competitions. The FEI recommends not to host Squad competitions at any level and in any category.

·      Article 703.2.2: Regarding the qualification procedure and given the very low number of CVIs in the FEI Calendar in 2020, this year should not count and an extension of 12 months (36 months instead of 24 months) will be given to confirm a qualification score. This amendment will be revised in 2021 for 2022.

FEI Policy for Enhanced Competition Safety during the Covid-19 pandemic (suspended until further notice by Board Resolution on 4 October 2022)

 

Following text to be included in all Draft Schedules: “Given the current covid-19 situation, please note that the FEI’s approval of a Schedule should not be taken as an absolute guarantee that the Event will definitely go ahead. The decision whether the Event can take place in consideration of the Covid-19 situation must be made by the OC and NF in close consultation with the applicable domestic government and public health authorities. It is the responsibility of each Participant to check the status of the Event and Covid-19 related measures, if any, prior to planning their travel to the Event. It is the responsibility of the OC/NF to elaborate, communicate and enforce a Covid-19 mitigation plan if requested by the locally applicable laws and policies.”

At its videoconference on 15 April 2020, the FEI Board had mandated the FEI Medical Committee to work on a protocol for National Federations and Organising Committees to provide measures for the safe resumption of international equestrian events when approved by the World Health Organization and national governments.

Dr Mark Hart, Chair of the Medical Committee, presented a draft of the FEI Policy for Enhanced Competition Safety during the Covid-19 pandemic to the Board during its virtual meeting on 5 May 2020. The Medical Committee and FEI Headquarters have now been further mandated to finalise the Policy, which will include an obligation for Organisers to carry out a Risk Assessment to host safe competitions as well as a set of recommended discipline-specific guidelines. Once completed, the Board will give final sign-off for the Policy, including a Risk Assessment tool, in advance of distribution to National Federations and Organisers.

Extension of FEI Competency-Based Evaluation System (CES) timelines for Officials

 

As per its Resolution of 24 June 2020, the Board approves an extension of timelines for Officials to fulfil their officiating requirements through the CES. The deadline, which was previously until 15 December 2020, is now extended to 15 December 2024.

Based on the Resolution of the Board of 24 March 2020, the Board confirms that the Calendar Task Forces would remain in place until further decision from the Board.

Deadlines and date clash rules for Calendar Applications/Draft Schedules
 

The Board agrees to go back to the “ORIGINAL” COVID-19 EVENT DEADLINES (not the EHV-1 deadlines which were for some disciplines much shorter) until further notice.

Qualification for the 2022 World Championships Dressage and Vaulting
 

Based on the Annex and taking into account the travel restriction still in place, mainly in Australia and New Zealand, the Board approves the possibility for the Dressage Committee and Vaulting Committee to grant exemptions on a case by case basis to review the requirements related to the appointment of Officials for competitions qualifying for the Dressage and Vaulting World Championships 2022 and allow on-line supervision of competitions when and as appropriate.

FEI Vaulting Rules and qualification criteria 

(DEROGATED BY BOARD RESOLUTION OF 14 DECEMBER 2021)

 

Following a recommendation from the FEI Vaulting Technical Committee, the FEI Board approved a Covid-19 resolution related to Article 703.2.1 of the FEI Vaulting Rules regarding CVI qualification criteria for Individual and Pas-de-Deux 2* and 3* Competitions, to effectively lift/remove the “mandatory” qualification criteria as athletes have not had sufficient opportunities to comply with the star rating qualification procedure.

Note that this follows on from the resolution approved in 2020 to waive the qualification procedure (qualification scores) for the 2021 FEI Vaulting World Vaulting Championships for Senior and Juniors 2021 and the FEI will rely on the input/expertise of the National Federations to ensure that their athletes are up to the standard to compete in each level, in CVIs and at the Championships.

Covid-19 Calendar measures 2021: Deadlines for late date applications and Date Clash Rules
 

The Board approved additional updates to the Resolution on deadlines for late date applications and Date Clash Rules initially approved on 10 September, including increased “leniency” on some deadlines until further notice. The relevant table can be found here. This table includes the deadlines by which the Calendar late date application/modification forms, draft schedules and Covid-19 risk assessment and mitigation plans must be received for Events to be considered for inclusion in the Calendar.

FEI Officials: Article 723.1.4 (Extension to Emergency Board Resolution of 10 September 2020)
 

The FEI Board mandated FEI Headquarters to decide, until further notice and on a case-by-case basis, only as long as an Organiser is affected by the Covid-19 situation, to waive the obligation of Article 723.1.1 of the Vaulting Rules according to which all CVI2* events and above must have at least three (3) to four (4) FEI Judges and Foreign Judges.

FEI Vaulting World Championships

The FEI Board, having received confirmation from the European Equestrian Federation’s Board, agreed to transform the FEI Vaulting European Championship 2021 in Budapest (HUN) from 23-29 August into a World Championship, subject to finalising terms, conditions and requirements to organise an FEI World Championship with the Organiser.

FEI World Cup™ hosting fee

 

The Executive Board agreed that the FEI Headquarters could waive the hosting fee for FEI World Cup™ Qualifiers on a case by case basis and based on a valid reason from the Organiser.

FEI Vaulting World Championships for Seniors 2020, Flyinge (SWE)
FEI Vaulting European Championship for Juniors 2020, Flyinge (SWE)

 

The Board made a unanimous decision not to reallocate the 2020 FEI Vaulting World Championships for Seniors or the FEI European Championships for Juniors 2020 originally scheduled to be held in Flyinge (SWE). The Board expressed its gratitude to Saumur (FRA) for offering to host this Event later in the year, but travel restrictions, a lack of opportunities to compete and the impossibility social distancing for pas-de-deux and squad competitions were instrumental in the FEI Board decision.

The Board approved the following Resolution under Art. 20.3 of the FEI Statutes (Emergency Situation).

  • Applications and/or modifications for Higher Level Events dates must reach the FEI Secretary General at least four weeks prior to the Event

Ranking Mitigation Policies
 

The Covid-19 outbreak has led to the cancellation or postponement of numerous international events in various regions of the world as of March 2020 and it is still uncertain when the sport will resume at a normal pace. To mitigate the impact this will have on the Longines Rankings and FEI Rankings, until the situation is stabilised the Board has approved two Mitigation Policies: the Longines Rankings and the FEI Rankings.
