*Indicates an Emergency Board Decision as per Article 20.3 of the FEI Statutes, whereby in an Emergency Situation - a serious situation or occurrence that happens unexpectedly and clearly requires immediate action - the Board may, by a two-thirds (2/3) majority of votes cast, pass Resolutions which are normally the prerogatives of the General Assembly. National Federations are informed of all Emergency Resolutions and those eligible to vote have up to 30 days of the date of the notice to declare their disapproval by contacting the FEI Director Governance & Institutional Affairs. The deadlines are clearly marked within each resolution.

Covid-19 By-Laws FEI Jumping World Cup™ 2021/2022
 

Taking into account the impact of the Covid-19 pandemic on the FEI Jumping World Cup™ calendar 2021/2022 (2020/2021 for the South African League), the Board approves the proposed By-Laws for qualification for the 2022 Final established for the Leagues and Sub-leagues in which all qualifiers have been cancelled, as described in the Annex 2.2.3. 

The Board approves that provisions regarding cancellations of qualifiers, qualification to the World Cup Final shall be added to the FEI World Cup Rules. The Legal and Discipline Departments will suggest the appropriate wording to be included afterwards. The final wording would be submitted to the Board for approval.

FEI Policy for Enhanced Competition Safety during the Covid-19 pandemic (suspended until further notice by Board Resolution on 4 October 2022)

 

Following text to be included in all Draft Schedules: “Given the current covid-19 situation, please note that the FEI’s approval of a Schedule should not be taken as an absolute guarantee that the Event will definitely go ahead. The decision whether the Event can take place in consideration of the Covid-19 situation must be made by the OC and NF in close consultation with the applicable domestic government and public health authorities. It is the responsibility of each Participant to check the status of the Event and Covid-19 related measures, if any, prior to planning their travel to the Event. It is the responsibility of the OC/NF to elaborate, communicate and enforce a Covid-19 mitigation plan if requested by the locally applicable laws and policies.”

At its videoconference on 15 April 2020, the FEI Board had mandated the FEI Medical Committee to work on a protocol for National Federations and Organising Committees to provide measures for the safe resumption of international equestrian events when approved by the World Health Organization and national governments.

Dr Mark Hart, Chair of the Medical Committee, presented a draft of the FEI Policy for Enhanced Competition Safety during the Covid-19 pandemic to the Board during its virtual meeting on 5 May 2020. The Medical Committee and FEI Headquarters have now been further mandated to finalise the Policy, which will include an obligation for Organisers to carry out a Risk Assessment to host safe competitions as well as a set of recommended discipline-specific guidelines. Once completed, the Board will give final sign-off for the Policy, including a Risk Assessment tool, in advance of distribution to National Federations and Organisers.

Extension of FEI Competency-Based Evaluation System (CES) timelines for Officials

 

As per its Resolution of 24 June 2020, the Board approves an extension of timelines for Officials to fulfil their officiating requirements through the CES. The deadline, which was previously until 15 December 2020, is now extended to 15 December 2024.

Jumping Calendar: Approval of Events/Date Clash Rules

 

As per its Resolution of 27 April 2020, The Board approves the Events to be included in the Calendar (from 1 September 2020) that either:

·      Are not higher level Events; or

·      If a higher level Event does not clash with other higher level Event(s); or

·      Are CSIOs, CSI3* or CSIP (as decided by the Board on 7 April); or

·      Clashes with other Event from the same National Federation (given the fact that the same National Federation submitted the dates); or

·      Are a switch of venue from the same Organiser.

This Resolution is now extended until further notice.

Clarification to the Emergency Board Resolution of 7 April and 21 July 2020 regarding Definite Entries

 

The Board agreed OCs of CSI1*/CSI2*/CSIYH1*/CSIYH2*/CSIV/CSIP/CSIAm/U25/Y/J/Ch Cat. A and B events will be permitted to increase the quota of athletes after the definite entry date ONLY if, having reached the maximum number of athletes entered, the maximum number of horses that may be entered (based on the number of horses each athlete may enter) has not been reached as of the definite entry date. No other interpretation or application of this principle will be accepted by the FEI. The total number of athletes entered may not exceed the number of athletes allowed to take part in the Grand Prix, unless the Schedule already includes a qualification system for the Grand Prix.

Note this is an Emergency Board Resolution to GRs 116.3.2 and JRs Art. 251.9.2 which state with regard to definite entries that “These represent the final selection of Athletes and Horses that will travel to the Event.”

Longines FEI Jumping Nations Cup™ Final 2021
 

The Board, with the agreement of the Organising Committee, and due to the lack of Nations Cup Qualifiers in North America because of Covid-19, agreed to invite all three teams of the Longines FEI Jumping Nations Cup™ North American League, namely MEX, USA and CAN to the Longines FEI Jumping Nations Cup™ Final 2021 in Barcelona (ESP) from 30 September to 3 October.

Lifting of derogation to Article 254.6 & Annex VI of the Jumping Rules
 

The Board agrees to lift the Board Resolution taken on 18 November 2020 regarding Article 254.6 and Annex VI of the Jumping Rules. As of immediate effect, the above mentioned legal rules shall apply whereby a maximum of starters in the Grand Prix for CSI 4* and CSI 5* shall be 50.

FEI Jumping World Cup™, North American League – Allocation of Replacement Qualifier
 

Further to the recommendation of the FEI Jumping Committee, the Board approved the allocation of a leg of the Longines FEI Jumping World Cup™, North American League to Thunderbird Show Park, Langley (CAN) for the 2021/22 season (only) as a replacement for Toronto (CAN) which had to cancel due to Covid-19 related reasons. The allocation would be subject to the new OC signing the Host Agreement and the proposed dates of 22 - 26 September 2021 being acceptable from a calendar perspective.

CSIO 5* Spruce Meadows 2021 – Additional Invitations for Athletes from Foreign NFs
 

The Board approved a deviation from the FEI Invitation Rules for CSIOs in North America (Article 249.3 of the FEI Jumping Rules) to grant the Organising Committee (OC) of Spruce Meadows the possibility to issue additional invitations to “foreign” athletes from NFs that will also be represented by a team up to the level of invitations issued to the CAN athletes (i.e. up to 30 individuals per NF instead of 10 per NF). Due to the Covid-19 border restrictions and the rescheduled FEI Jumping European Championships 2021, the level of participation from Europe is much lower than normal. The OC has requested this deviation to ensure there is an adequate number of participants to run the show.

FEI Jumping European Championship 2021 Certificates of Capability
 

The impact that Covid-19 and EHV-1 had over the Calendar with date changes and cancellations have led to the request from various stakeholders to loosen the Minimum Eligibility Requirements for the FEI Jumping European Championship 2021 in Riesenbeck (GER) from 31 August to 5 September.

The Board agrees with the Jumping Committee’s recommendation and approves to reduce from three results to two results in CSI 3* and/ or CSI 4* combined in order to obtain the Minimum Eligibility Requirements to participate at this Championship.

 Approval to “defreeze” the Longines Rankings as of 1 June 2021

 

On 20 May, the Longines Ranking Working Group (LRWG) met via video conference to discuss the possibilities of “defreezing” the Longines Rankings following the specific request brought forward by athletes (International Jumping Riders Club). Statistics were presented at this meeting which demonstrated that, while not at pre-Covid-19 pandemic levels, the number of events taking place with Longines Ranking competitions has increased steadily since the end of 2020, with the exception of the six-week lockdown on events in Europe from 1 March through 11 April 2021 due to the EHV-1 outbreak. Additionally, the number of event cancellations has also strongly decreased and the Draft Schedules submitted for approval for upcoming Events increased, which are other indicators that competitions are picking up again.

Consequently, the LRWG unanimously recommended to begin to “defreeze” the Longines Rankings as of 1 June 2021. In order for the Longines Rankings to return to the normal 12 month cycle within a reasonable timeframe and without creating a sudden imbalance within the rankings, it was decided to decrease the time period during which Longines Ranking points remain valid by two additional months at each new calculation of the ranking. This means that it will take seven months to return to the normal 12-month cycle of the Longines Ranking (The first ranking calculated over the regular 12 months period will be the one published at the beginning of December 2021).

This recommendation was approved by the FEI Board today and the same procedure will apply for the FEI Jumping U25 Rankings. The “defreezing” of the Longines Rankings will not, in any way, affect the FEI Athlete/Horse combination ranking over the 24 month period from 1 July 2019 to 30 June 2021, which will be used to determine in which start group individual athletes will be placed for the first individual qualifier at the Tokyo 2020 Olympic Games.

Longines FEI Jumping Nations Cup™: Covid-19 By-Laws 2021
 

In view of cancellations of Division 1 Events and the imminent start of the Longines FEI Jumping Nations Cup™ (LFJNC) 2021 season, the FEI Board approved the request by the FEI Jumping Committee to update to the LFJNC Covid-19 By-Laws for the 2021 season, and in particular with regards to:

Allocation of Events for National Federations in Division 1

As the number of remaining allocated events per Division 1 National Federation ranges between two and four, it is necessary to re-allocate the invitations evenly among Division 1 NFs so that all are allocated the same number of events.

Division 1 teams will therefore be allocated three events each instead of four. In order to redistribute the allocations to three events per Division 1 NF over a reduced number of events, ten teams of four athletes instead of eight teams of five athletes will be permitted to take part in Division 1 events.

This update to the By-Laws will allow all Division OCs to accommodate additional allocated Division 1 team(s) as well as the non-Division 1 teams they had already invited or intended to invite, without exceeding the maximum number of athletes allowed to participate under the format of eight teams of five athletes.

Qualification for the Longines FEI Jumping Nations Cup™ Final 2021

Division 1 Events held in 2021 will not count for qualification for the LFJNC 2021 Final and all ten Division 1 teams will qualify directly for the Final.

Relegation and Promotion

Relegation to the EEF Series 2022 will be decided based on the tenth (10th) placed Division 1 team at the LFJNC 2021 Final rather than the 10th placed Division 1 team in the Division 1 standings at the end of the season.

In case of cancellation of the EEF Final, the teams qualified for Division 1 in 2021 will remain qualified for Division 1 in 2022.

FEI Jumping European Championships for Young Riders and Juniors 2021: Minimum Eligibility Requirements (MERs)
 

The FEI Board approved to waive the requirement for a Certificate of Capability for the FEI Jumping European Championships for Young Riders and Juniors 2021 due to the limited opportunities for athletes to obtain their MERs and allow National Federations to select their athletes.

Covid-19 By-Laws for the Longines FEI Jumping Nations Cup™ Series
 

The Board approved the Covid-19 By-Laws for the Longines FEI Jumping Nations Cup™ Series 2021, with the principle updates relating to the possibility for Division 1 OCs to request to the FEI to have a team wild card slot:

Division 1 OCs may request to the FEI to have a team wild card slot for their Event, to be allocated by the FEI, for a non-Division 1 team qualified for the Tokyo Olympic Games; the wild card team is in addition to the eight teams to be invited as per Art. 5.1.3 of the Longines FEI Jumping Nations Cup™ rules (home team included).

For Division 1 Events for which a ninth team has been allocated by the FEI as a wild card team, the prize money distribution has been adjusted accordingly, to include the distribution in case of nine teams competing in the 2nd round of the Longines FEI Jumping Nations Cup™ Competition.

The maximum number of Athletes permitted to take part in Division 1 Events for which a ninth team has been allocated by the FEI as a wild card team is 70.

The method of point distribution for Division 1 and for the North American Region have also been updated. 

The updated Covid-19 By-Laws will be included in the Longines FEI Jumping Nations Cup™ Rules for the 2021 season and will be published here.

The FEI Board approved that all Jumping Event Organisers may, until the end of the Tokyo 2020 Games (Sunday 8 August 2021), organise their Events (subject to the Calendar applications deadline mentioned below) on their selected dates and no Dates Clash Rules shall apply during that time.

As per the revised Rules only one Division 1 team will be relegated at the end of the 2021 season and one team will be promoted from the EEF Series; accordingly, in 2022 there will again be 10 teams in Division 1. Covid-19 Calendar measures 2021: Deadlines for late date applications and Date Clash Rules
 

The Board approved additional updates to the Resolution on deadlines for late date applications and Date Clash Rules initially approved on 10 September, including increased “leniency” on some deadlines until further notice. The relevant table can be found here. This table includes the deadlines by which the Calendar late date application/modification forms, draft schedules and Covid-19 risk assessment and mitigation plans must be received for Events to be considered for inclusion in the Calendar.

FEI Jumping Rules, Article 200.8
 

The Board agreed to:

  • Task the Jumping Committee to review, as part of the full revision of the Jumping Rules in 2021, the above mentioned paragraph of Article 200.8 of the Jumping Rules in order to propose a revision in compliance with the European Union Competition law; and
  • To allow the Secretary General not to apply this Rule and to potentially permit CSI5* and CSIO5* Events to clash with FEI World Cup™ Western European League Events in 2022 Calendar.

Derogation to Jumping Rules regarding the number of starters allowed in the Grand Prix at CSI4*and CSI5* Events
 

The Board approved temporary derogations from Jumping Rules Annex VI and Article 254.6 until further notice, as follows:

  • Jumping Rules, Annex VI, Art. 1 CSI Requirements Worldwide: Maximum 50 60 starters in the Grand Prix at CSI4* and maximum 50 55 starters in the Grand Prix at CSI5* Events; and
  • Jumping Rules, Article 254.6: CSI4*/CSI5*: If there are 25 starters or less, each Athlete may ride two Horses (maximum 50 in the Grand Prix).

Jumping Calendar: Prioritising CSIOs (Extension to Board Resolution of 7 April 2020) (DEROGATED BY BOARD RESOLUTION OF 14 DECEMBER 2021)

 

The Board agreed to continue prioritising, until further notice, all CSIOs when date clashes are being considered, regardless of whether they are standalone Events or part of a Series, to allow for team preparation in the build-up to the Olympic Games next year.

The Board agreed not to allow any additional Covid-19 Fees to be included by the Organisers in the Draft Schedules.

FEI Jumping European Championship 2021
 

The FEI Board:

  • Confirmed the allocation of the FEI Jumping European Championship 2021 on week 35 (from 30 August to 4 September) upon receipt of a firm confirmation from the Organiser of Riesenbeck (GER) that it is prepared to go ahead with the Championship (such confirmation to be reflected by the Organiser by signing the Host Agreement) by 31 January 2021 at the latest. The Host Agreement will specify that all team transport costs and quarantine costs (if any) from the country of origin to the venue will be borne by the NFs rather than the Organiser.
  • Accepted that the FEI Jumping European Championships will be included in the 2021 FEI Calendar [pending approval] until receipt of the confirmation from the Organiser.
  • Agreed, with the full support of the European Equestrian Federation, that, if Riesenbeck (GER) did not confirm the allocation by 31 January 2021 (by signing the Host Agreement) and on the understanding that the Olympic Games did go ahead in 2021, it would not re-open the bid process for the FEI Jumping European Championship 2021. The EEF agrees not to re-open the bid process if Riesenbeck (GER) does not sign the Host Agreement by the deadline and the Olympic Games are taking place in 2021.
  • Confirmed that the Organiser could share this Board Resolution with potential sponsors, host broadcasters and other partners.
  • Agreed to follow the recommendation of the FEI Jumping Calendar Task Force and derogate, on an exceptional basis, from the below mentioned paragraph of Article 200.8 of the FEI Jumping Rules for the CSI 4*/5*Events in Europe who have entered dates in Week 34 of the 2021 Calendar by the required deadline (Brussels & Hamburg):
    From the Monday of the week preceding and all days during the World and Continental Jumping Championships for Seniors it is forbidden to host an FEI World Cup™ Competition, a CSI4*, CSIO4*, CSI5* or a CSIO5* on the same Continent as the Championship.”

For the avoidance of doubt, this derogation would not apply to late date applications for Week 34.

The Board agreed with the recommendation of the FEI Jumping Committee to lift the temporary suspension of the CSI Invitation Rules for CSI2* events that had been in place since 7 April 2020 at the end of 2020. CSI2* events are to be re-included in the Invitation System as of 1 January 2021.

FEI European Championships Jumping, Dressage, Para Dressage and Eventing 2021 for Seniors

 

The Board agreed to:

  • Postpone the decision on the organisation of the FEI European Championships 2021 to its Teleconference on 20 October 2020 due to the ongoing discussions.
  • Allow the FEI Jumping and Eventing Calendar Task Forces to discuss the possibility of organising the Jumping or Eventing European Championships 2021 during the dates of the Paralympic Games Tokyo 2020, if no better date could be found.

FEI Named Series 2021/22 – Allocation of Qualifiers

 

The Board agreed that all Organisers who were originally allocated a Qualifier by the Board would automatically be allocated a Qualifier for the 2021/2022 season (subject to signature of the Host Agreement) without any application or bid process (unless the Organiser informs the FEI that they do not want to host a Qualifier for the 2021/2022 season):

  • FEI Dressage World Cup™ – Western European League 2021/2022
  • FEI Driving World Cup™ 2021/2022
  • FEI Jumping Ponies’ Trophy 2021
  • FEI Eventing Nations Cup™ 2021

In cases where the National Federations “rotate” the qualifier each year between different Organisers in their country, it would be left up to the relevant National Federation to inform the FEI which Organiser would hold the Qualifier in 2021/22.

This Resolution would not apply to Organisers who were allocated Qualifiers to replace 2020/21 Qualifiers that were cancelled.

If applications are received from new Organisers to host 2021/2022 Qualifiers (i.e. from Organisers who were not originally part of the 2020/21 season) such applications would be reviewed on a case by case basis, by the relevant Technical Committee, with regards to the quality of the Event and compatibility with the Series calendar, before being proposed to the Board for allocation.

As the Qualifiers for the FEI Jumping Nations Cup™ Youth 2021 have also already been allocated (at a previous Board Teleconference) but the 2021 Final has not, the FEI would open a “light” bidding process for applications to host the Final.

The Board agreed to waive the requirement for a Foreign Judge for Competition 3 Category A and allow the President of the Ground Jury, who may be from the host country, to act as Foreign Judge, providing they have at least FEI Level 2 status. If the host National Federation has no Level 2 or higher Judges, a Foreign Judge minimum Level 2 must be appointed.

FEI Jumping Ponies’ Trophy
 

Following the cancellation of one of the three qualifiers for the 2020 FEI Jumping Ponies’ Trophy, the FEI Board agreed to authorise the FEI Headquarters to open a “light” bid process for the 2020 FEI Jumping Ponies’ Trophy to replace the cancelled qualifier.

In addition, the Board authorises the FEI Headquarters to open future bid processes should any of the existing qualifiers be cancelled.

Covid-19 By-Laws for the FEI Jumping World Cup™ Rules 2020-2021: CSI4* Prize Money exception for CSI-W in Western European League
 

The Board agreed the possibility, on a case by case basis, for a CSI-W in Western Europe to have the status of a CSI4* Event (only for the 2020/2021 season) in terms of Prize Money and subject to the following conditions: 
•    The overall quality of the Event must be maintained at 5* level.

•    The Host Agreement must be respected.

•    There should be a minimum Prize Money guaranteed for both the World Cup and the Grand Prix.

Clarification to the Emergency Board Resolution of 7 April 2020 regarding Definite Entries
 

The Board agreed OCs of CSI1*/CSI2*/CSIYH1*/CSIYH2*/CSIV/CSIP/CSIAm/U25/Y/ J/Ch Cat. A and B events will be permitted to increase the quota of athletes after the definite entry date ONLY if, having reached the maximum number of athletes entered, the maximum number of horses that may be entered (based on the number of horses each athlete may enter) has not been reached as of the definite entry date. No other interpretation or application of this principle will be accepted by the FEI. The total number of athletes entered may not exceed the number of athletes allowed to take part in the Grand Prix, unless the Schedule already includes a qualification system for the Grand Prix.

Note this is an Emergency Board Resolution to GRs 116.3.2 and JRs Art. 251.9.2 which state with regard to definite entries that “These represent the final selection of Athletes and Horses that will travel to the Event.”

FEI Jumping European Championships for Children, Juniors, Young Riders and Ponies 2020
 

Following several communications from National Federations and prior to the Board videoconference of 21 July, the Jumping Committee was requested by the FEI Board to re-evaluate their position on the Board Resolution from 23-25 June (see below) regarding the cancellation of the FEI Jumping European Championships for Children, Juniors, Young Riders and Ponies 2020. The FEI Jumping Committee reconfirmed their position based on the criteria originally presented and as explained in the Board Resolution of 23-25 June 2020: “due to concerns that athletes and horses will not have had the opportunity to prepare fully for these important Championships and to avoid any risk to athletes and horses.” 

They also noted that to organise Championships over a short period of time (end August) with Athletes, their entourage, Officials, Organisers and Suppliers could easily reach over 1,000 attendees would also pose an unacceptable risk to all those attending and participating.

In light of all of the above, and the premise that the Youth European Championships must take place during the school holidays as stipulated in the Rules, the Jumping Committee and the FEI Board maintained their initial position that the FEI Jumping European Championships for Youth would not proceed in 2020.

FEI Jumping European Championships 2020 for Young Riders, Juniors & Children, Vilamoura (POR)
 

The Board followed the unanimous recommendation of the FEI Jumping Committee to confirm the cancellation and not reschedule the FEI Jumping European Championships 2020 for Young Riders, Juniors & Children (originally allocated to Vilamoura) due to concerns that athletes and horses will not have had the opportunity to prepare fully for these important Championships and to avoid any risk to athletes and horses.

Vilamoura will now host the Championships in 2021, which had originally been allocated to the Spanish venue at Oliva, but following a proposal put forward by the two organisers and approved by the Board, Oliva will now host the Championships in 2022. Both editions will be held within the school holiday period.

In view of Tokyo 2020 taking place in the summer of 2021 from 23 July to 8 August and based on:

  • The confirmation from the Organiser of the FEI European Championships 2021 in Jumping, Dressage and Para Dressage, Budapest (HUN), that they will not be in a position to host the Championships on a different date; and
  • The preference of the Organiser of the FEI Eventing European Championships 2021, Haras du Pin (FRA), to organise it in 2023 rather than on a different date in 2021;

The Board agreed not to re-open the bids for 2021, hence not to organise the FEI European Championships for Seniors in the Olympic and Paralympic disciplines in 2021.

Longines FEI Jumping Nations Cup™ Rules 2020
 

The Board approved changes in the Longines FEI Jumping Nations Cup™ Rules 2020 to allow for a potential Final of the Series in 2020, namely:

  • That the qualifier that took place in North America (Wellington) and the qualifiers eventually still taking place in North America and Europe Division 1 will not serve as qualification for the Longines FEI Jumping Nations Cup™ Final 2020. Consequently, the Board agreed to allow the 3 teams from North America and the 10 teams from Europe Division 1 to qualify directly for the Final.
  • To have a maximum of 22 teams in the Final.
  • That the Season 2021 Division 1 will start with the same 10 teams, as the launch of the Longines EEF Series has been postponed until 2021 and there will be no promotion and relegation in 2020.
