*Indicates an Emergency Board Decision as per Article 20.3 of the FEI Statutes, whereby in an Emergency Situation - a serious situation or occurrence that happens unexpectedly and clearly requires immediate action - the Board may, by a two-thirds (2/3) majority of votes cast, pass Resolutions which are normally the prerogatives of the General Assembly. National Federations are informed of all Emergency Resolutions and those eligible to vote have up to 30 days of the date of the notice to declare their disapproval by contacting the FEI Director Governance & Institutional Affairs. The deadlines are clearly marked within each resolution.

Eventing Calendar: 5* Events 2020

 

As per its Resolutions of 27 April and 18 November 2020, the FEI Board approves the postponement of increased minimum prize money for CCI5*, included in the Eventing Rules for 2020 and onwards, until the situation is deemed to have returned to normal.

FEI Policy for Enhanced Competition Safety during the Covid-19 pandemic (suspended until further notice by Board Resolution on 4 October 2022)

 

Following text to be included in all Draft Schedules: “Given the current covid-19 situation, please note that the FEI’s approval of a Schedule should not be taken as an absolute guarantee that the Event will definitely go ahead. The decision whether the Event can take place in consideration of the Covid-19 situation must be made by the OC and NF in close consultation with the applicable domestic government and public health authorities. It is the responsibility of each Participant to check the status of the Event and Covid-19 related measures, if any, prior to planning their travel to the Event. It is the responsibility of the OC/NF to elaborate, communicate and enforce a Covid-19 mitigation plan if requested by the locally applicable laws and policies.”

At its videoconference on 15 April 2020, the FEI Board had mandated the FEI Medical Committee to work on a protocol for National Federations and Organising Committees to provide measures for the safe resumption of international equestrian events when approved by the World Health Organization and national governments.

Dr Mark Hart, Chair of the Medical Committee, presented a draft of the FEI Policy for Enhanced Competition Safety during the Covid-19 pandemic to the Board during its virtual meeting on 5 May 2020. The Medical Committee and FEI Headquarters have now been further mandated to finalise the Policy, which will include an obligation for Organisers to carry out a Risk Assessment to host safe competitions as well as a set of recommended discipline-specific guidelines. Once completed, the Board will give final sign-off for the Policy, including a Risk Assessment tool, in advance of distribution to National Federations and Organisers.

Extension of FEI Competency-Based Evaluation System (CES) timelines for Officials

 

As per its Resolution of 24 June 2020, the Board approves an extension of timelines for Officials to fulfil their officiating requirements through the CES. The deadline, which was previously until 15 December 2020, is now extended to 15 December 2024.

Deadlines and date clash rules for Calendar Applications/Draft Schedules

 

The Board agrees to go back to the “ORIGINAL” COVID-19 EVENT DEADLINES (not the EHV-1 deadlines which were for some disciplines much shorter) until further notice.

Defreezing FEI Eventing World Athletes Rankings
 

The Board approves the defreezing of the FEI Eventing World Athletes Rankings according to the first option put forward by the Eventing Technical Committee (as defined in the Annex), going back to the rolling 12 months on 1 January 2022.

FEI Eventing European Championship 2021, Avenches (SUI)

 

To approve a 1 week extension of the Nominated Entries deadline (from 23 August 2021 to 30 August 2021)  for the above-referenced Championship to allow the NFs more time to achieve the required MERs. Certain NFs have not had the opportunity to participate at CCI-4*L events in recent months due to the Covid-19 travel restrictions. The requested exemption would allow the NFs’ combinations to participate at and earn MERs at the CCI4* L events taking place at Blair Castle (GBR) and Millstreet (IRL) over the weekend of 25 – 29 August 2021.  This would be an exception to Article 116.2.2. of the FEI General Regulations which requires nominated entries to be made 4 weeks before the Event. The requested extension would shorten this period to 3 weeks.

Proposed derogation for Foreign Officials at FEI Eventing CCI4*-Long and CCI3*-Long
 

The Board approved the FEI Eventing Committee request to prolong the extension/derogation to the Emergency Board Resolution of 10 September 2020 until further notice should it not be possible due to travel restrictions to appoint Foreign Officials at FEI CCI4*-L and CCI3* and subject to approval by the FEI Headquarters.

Application of Date Clash Rules until Tokyo 2020
 

The FEI Board approved that all Eventing Event Organisers may, until the end of the Tokyo 2020 Games (Sunday 8 August 2021), organise their Events (subject to the Calendar applications deadline mentioned below) on their selected dates and no Dates Clash Rules shall apply during that time.

Deadlines for Calendar Applications

 

In order to give National Federations and Organisers more flexibility when applying for their Events in the FEI Calendar (and consequently providing more options for the Athletes to compete), the FEI Board agreed to reduce the deadlines for Calendar applications as follows:

  • CCI5* L CCI4* L CCIO4* L or S: from 6 weeks to 4 weeks
  • CCI4* S and all other Eventing Events: same 4 weeks deadline as approved before remains.

Please note that, as stated in the Olympic Regulations, any additional Event which has not organised a CCI4* on a regular yearly basis will be included as “non-OG MER” as per current procedure.

Covid-19 Exemption: MERs derogation to participate at the FEI Eventing European Championship 2021
 

Following the allocation by the FEI Board of the 2021 FEI European Championships to Avenches (SUI) from 23 to 26 September, a Minimum Eligibility Requirements (MERs)derogation to participate in these Championships was also approved as an Emergency Board Resolution related to a Covid-19 exemption. Taking into account the number of Events cancelled because of Covid-19 and the travel restrictions that have limited the number of opportunities to compete at long format competitions in 2020, the Board approved a derogation to prolong the period for the MERs for the FEI Eventing European Championships 2021 starting on 1 January 2019 instead of 2020 with specific requirements described on the following webpage.

The Board approved updates to the FEI Eventing Nations Cup™ 2021 Calendar and also further approved for FEI Headquarters to finalise and approve any additional changes to the FEI Eventing Nations Cup Calendar 2021 once all calendar related information has been received.

FEI Eventing Nations Cup™ Rules 2021
 

The Board approved updates to the FEI Eventing Nations Cup™ Rules 2021, including the prolongation of the Covid-19 provision established in 2020 regarding minimum prize money requirements. This provision will be maintained until the situation is deemed to have returned to normal.

FEI Eventing European Championship 2021
 

Further to the numerous requests received from a number of European Eventing stakeholders, including National Federations and Athletes, and with the full support of the European Equestrian Federation and the FEI Eventing Committee, the Board agreed to reopen the bidding process for the FEI European Eventing Championship 2021. The bid process will open on 18 December 2020; applications should be submitted via the FEI Bidding Platform no later than 15 January 2021. The Board will take a decision on the allocation of this Championship at its March 2021 teleconference.

Covid-19 Calendar measures 2021: Deadlines for late date applications and Date Clash Rules
 

The Board approved additional updates to the Resolution on deadlines for late date applications and Date Clash Rules initially approved on 10 September, including increased “leniency” on some deadlines until further notice. The relevant table can be found here. This table includes the deadlines by which the Calendar late date application/modification forms, draft schedules and Covid-19 risk assessment and mitigation plans must be received for Events to be considered for inclusion in the Calendar.

Proposed derogation for Foreign Officials at FEI Eventing CCI4*-L and CCI3*-L (Extension to Emergency Board Resolution of 10 September 2020)
 

The Board agreed to prolong and clarify the derogation for Foreign Officials at FEI CCI4*-L and CCI3*-L until 1 July 2021 under the conditions that FEI Level 3 Officials are appointed, and the CCI4* will not count for obtaining MERs for the Olympic Games.

Other requirements are:

  • For CCI4*-L competitions a Foreign Judge must be appointed and the Level of the Official be selected according to the Eventing Rules requirements for MERs obtained to count for the Olympic Games.
  • Should it not be possible to appoint a Foreign Judge due to Covid-19 travel restrictions; all three Judges must be appointed from the FEI Level 3 List of Eventing Judges. This event will then count for Olympic Confirmation results and regular MER results.
  • CCI4*-S competitions: Foreign Judge requirement not compulsory if two Judges are on the FEI Level 3 List of Eventing Judges. MER obtained will count for the Olympic Games, Olympic Confirmation results and regular MER results.
  • CCI3*-L competitions: Foreign Judge requirement not compulsory if two Judges are on the FEI Level 3 List of Eventing Judges. This event will then count for regular MER results.

The Board approved to extend the Resolution taken on 27 April 2020, until the situation is deemed to have returned to normal, as follows:

  • CCI4* Short Format and below: no Date Clash Rules apply.
  • CCI4* Long Format and above: review of date clashes will be done on a case-by-case basis once applications and/or modifications are received from National Federations.

Athlete Categorisation (Extension to Emergency Board Resolution from 21 July 2020)
 

In line with the recommendation of the FEI Eventing Committee, the FEI Board agreed not to extend the period of Athlete categorisation beyond 8.5 years for 2021, as approximately 300 Eventing Events took place between July and December 2020. The Eventing Risk Management policy is based on the necessity for Athletes to maintain competition experience to ensure competence.

FEI Eventing Nations Cup™ 2020: Revised Rules and Calendar (Extension to Board Resolution of 21 July 2020)
 

The Board approved the Eventing Committee recommendation that should one or more FEI Nations Cup™ legs not be organised in 2021 due to the Covid-19 situation, results for the final classification would be based on the number of legs taking place during 2021. Classification will be calculated as per below:

  • If all legs are organised minus one result (as per regular rules as one leg does not take place in Europe).
  • If less than five legs, all results to count (if all take place in Europe).
  • If less than three Events are held: the team results for the CCIOs organised would be included to count for the following year’s FEI Nations Cup™ 2022 classification.

FEI Eventing European Championship 2021
 

Due to the withdrawal of the two bidders, Haras du Pin (FRA) and Millstreet (IRL) and on the understanding that the Olympic Games would go ahead in 2021, the Board agreed not to re-open the bid process for the FEI Eventing European Championship 2021.

FEI Eventing Nations Cup™ 2021: Allocation
 

The Board acknowledged its Resolution of 10 September 2020 according to which all Organisers who were originally allocated a Qualifier by the Board would automatically be allocated a Qualifier for the 2021/22 season (subject to signature of the Host Agreement) without any application or bid process (unless the Organiser informs the FEI that they do not want to host a Qualifier for the 2021/22 season).

The Board agreed to not allocate new/additional Events to the FEI Eventing Nations Cup™ in 2021 so as to not increase the financial obligations of the FEI. Moreover, the Board agreed that this Resolution should be consistently applied to all FEI Named Series (both those run in 2020-2021 and those run in 2021).

FEI European Championships Jumping, Dressage, Para Dressage and Eventing 2021 for Seniors

 

The Board agreed to:

  • Postpone the decision on the organisation of the FEI European Championships 2021 to its Teleconference on 20 October 2020 due to the ongoing discussions.
  • Allow the FEI Jumping and Eventing Calendar Task Forces to discuss the possibility of organising the Jumping or Eventing European Championships 2021 during the dates of the Paralympic Games Tokyo 2020, if no better date could be found.

FEI Named Series 2021/22 – Allocation of Qualifiers

 

The Board agreed that all Organisers who were originally allocated a Qualifier by the Board would automatically be allocated a Qualifier for the 2021/22 season (subject to signature of the Host Agreement) without any application or bid process (unless the Organiser informs the FEI that they do not want to host a Qualifier for the 2021/22 season):

  • FEI Dressage World Cup™ – Western European League 2021/22
  • FEI Driving World Cup™ 2021/22
  • FEI Jumping Ponies’ Trophy 2021
  • FEI Eventing Nations Cup™ 2021

In cases where the National Federations “rotate” the qualifier each year between different Organisers in their country, it would be left up to the relevant National Federation to inform the FEI which Organiser would hold the Qualifier in 2021/22.

This Resolution would not apply to Organisers who were allocated Qualifiers to replace 2020/21 Qualifiers that were cancelled.

If applications are received from new Organisers to host 2021/2022 Qualifiers (i.e. from Organisers who were not originally part of the 2020/21 season) such applications would be reviewed on a case by case basis, by the relevant Technical Committee, with regards to the quality of the Event and compatibility with the Series calendar, before being proposed to the Board for allocation.

As the Qualifiers for the FEI Jumping Nations Cup™ Youth 2021 have also already been allocated (at a previous Board Teleconference) but the 2021 Final has not, the FEI would open a “light” bidding process for applications to host the Final.

The Board agreed to extend the period of athlete categorisation from 8 years to 8.5 and possibly 9 years due to Covid-19 and the cancellation of most of the FEI Eventing competitions scheduled during the first semester of 2020.

FEI Officials
 

The Board agreed to extend the exemption that is currently in place for Australia and New Zealand to all countries. With this exemption, which would run until 31 December 2020, foreign official requirements would not be compulsory, however two (2) Judges, Technical Delegate and Course Designer would need to be selected from the Level 3 lists.

The FEI Board decided to provide the Bids/Expressions of Interest received through the EEF for these Championships to the relevant Technical Committees and Calendar Task Forces to understand if they want the FEI Board to reconsider its previous decision to cancel these Championships.

The Board confirmed the cancellation and not to reschedule the FEI Eventing European Ponies Championships 2020 (originally allocated to Strzegom) due to the unsuitability of the dates proposed and to avoid any risk to athletes and horses as they will not have had the opportunity to prepare fully for these important Championships.

Minimum Eligibility Requirements for Eventing Championships in 2021
 

The Board approved the Eventing Committee proposal that the Minimum Eligibility Requirements (MERs) for categories and levels at all Eventing Championships taking place in 2021 will remain unchanged to address risk management policies. The Eventing Committee will continue to closely monitor the situation with Covid19 related Event cancellations and put forward any eventual necessary adjustments to the MERs at a later date.

The Board approved the following Resolution under Art. 20.3 of the FEI Statutes (Emergency Situation).

Until 31 December 2020 submissions for applications and/or modifications of Calendar dates for:

  • CCI4* Long Format and CCI5* Long Format Events must reach the FEI Secretary General at least six weeks prior to the Event
  • CCI4* Short Format Events and below must reach the FEI Secretary General at least four weeks prior to the Event

The Board approved the following Resolution:

  • The 2020 Calendar will be left open to encourage all possible CCI4* Minimum Eligibility Requirement (MER) opportunities. Impacted National Federations/Organisers will be consulted by the FEI.

Continental Championship Seniors 2021
 

In view of Tokyo 2020 taking place in the summer of 2021 from 23 July to 8 August and based on:

·       The confirmation from the Organiser of the FEI European Championships 2021 in Jumping, Dressage and Para Dressage, Budapest (HUN), that they will not be in a position to host the Championships on a different date; and

·       The preference of the Organiser of the FEI Eventing European Championships 2021, Haras du Pin (FRA), to organise it in 2023 rather than on a different date in 2021.
The Board agreed not to re-open the bids for 2021, hence not to organise the FEI European Championships for Seniors in the Olympic and Paralympic disciplines in 2021.

The Board agreed that:

  • The decision to maintain a Championship or not should be taken at the latest 10 weeks before the Championship.
  • If the Championships is postponed at a later date in 2020, it should not take place outside the school holidays.

Ranking Mitigation Policies
 

The Covid-19 outbreak has led to the cancellation or postponement of numerous international events in various regions of the world as of March 2020 and it is still uncertain when the sport will resume at a normal pace. To mitigate the impact this will have on the Longines Rankings and FEI Rankings, until the situation is stabilised the Board has approved two Mitigation Policies: the Longines Rankings and the FEI Rankings.
