*Indicates an Emergency Board Decision as per Article 20.3 of the FEI Statutes, whereby in an Emergency Situation - a serious situation or occurrence that happens unexpectedly and clearly requires immediate action - the Board may, by a two-thirds (2/3) majority of votes cast, pass Resolutions which are normally the prerogatives of the General Assembly. National Federations are informed of all Emergency Resolutions and those eligible to vote have up to 30 days of the date of the notice to declare their disapproval by contacting the FEI Director Governance & Institutional Affairs. The deadlines are clearly marked within each resolution.

Extension of Endurance Process and Validity Periods (Extension to *Emergency Board Resolution of 20 October 2020, 18 November 2020, 15-16 June 2021 and 14 December 2021)
 

The FEI Board approves the extension to 31 December 2022 of the Endurance qualification processes and qualification validity periods. This applies as below:

·      Extend the CEI level qualification process for participation at Events.

·      Extend the period to maintain Elite Status.

·      Extend the Athlete/Horse Novice Qualification process.

FEI Endurance European Championship for Young Riders & Juniors Minimum Eligibility Requirements
 

As in 2021, the Board approves the temporary relaxation of Article 836.1.2 of the Endurance Rules for Elite Young Riders and Juniors only, giving them the opportunity to qualify for the FEI Endurance European Championships for Young Riders and Juniors 2022 with one ride in combination instead of the original required two.

Covid-19 Exemption: Independent Governance Advisors (extension to *Emergency Board Resolution of 16 March2021)

 

The Board approves the Covid-19 exemption regarding Independent Governance Advisors (IGAs).

Due to the fact that 4* Officials do not exist anymore according to the new Endurance Rules, the low number of Officials of Level 4 and given the urgent need to appoint (IGAs) for Championships, the Board, following the recommendation of the Endurance Committee, has approved the following modification to Article 856.2.3:

“Independent Governance Advisors must at a minimum be qualified as FEI 4* Officials and have ten years' active experience officiating at that level FEI competitions.”

FEI Policy for Enhanced Competition Safety during the Covid-19 pandemic (suspended until further notice by Board Resolution on 4 October 2022)

 

Following text to be included in all Draft Schedules: “Given the current covid-19 situation, please note that the FEI’s approval of a Schedule should not be taken as an absolute guarantee that the Event will definitely go ahead. The decision whether the Event can take place in consideration of the Covid-19 situation must be made by the OC and NF in close consultation with the applicable domestic government and public health authorities. It is the responsibility of each Participant to check the status of the Event and Covid-19 related measures, if any, prior to planning their travel to the Event. It is the responsibility of the OC/NF to elaborate, communicate and enforce a Covid-19 mitigation plan if requested by the locally applicable laws and policies.”

At its videoconference on 15 April 2020, the FEI Board had mandated the FEI Medical Committee to work on a protocol for National Federations and Organising Committees to provide measures for the safe resumption of international equestrian events when approved by the World Health Organization and national governments.

Dr Mark Hart, Chair of the Medical Committee, presented a draft of the FEI Policy for Enhanced Competition Safety during the Covid-19 pandemic to the Board during its virtual meeting on 5 May 2020. The Medical Committee and FEI Headquarters have now been further mandated to finalise the Policy, which will include an obligation for Organisers to carry out a Risk Assessment to host safe competitions as well as a set of recommended discipline-specific guidelines. Once completed, the Board will give final sign-off for the Policy, including a Risk Assessment tool, in advance of distribution to National Federations and Organisers.

The Board agrees to uphold this Resolution until further notice.

Extension of FEI Competency-Based Evaluation System (CES) timelines for Officials

 

As per its Resolution of 24 June 2020, the Board approves an extension of timelines for Officials to fulfil their officiating requirements through the CES. The deadline, which was previously until 15 December 2020, is now extended to 15 December 2024.

The Board agrees to go back to the “ORIGINAL” COVID-19 EVENT DEADLINES (not the EHV-1 deadlines which were for some disciplines much shorter) until further notice.

Emergency Board Resolution *

Rotation of Officials – Article 849.3

 

The Board approves a modification to Article 849.3 until 31 December 2022 as follows:

Where more than one Event is held each year at a particular venue, a person may serve as a specified Official at that venue (a) for no more than three six Events per year; and (b) for no more than nine twelve Events in total in any five year rolling period.”

Amendment to Article 844.3.1 of the FEI Endurance Rules and annulment of Emergency Board Resolution of 15-16 June 2021 regarding Article 843.2 of the FEI Endurance Rules
 

The Board approves:

To annul the Emergency Board Resolution of 15-16 June 2021 which caused some issues with National Federations who argued that it meant that Endurance was not harmonised with the Championships entries/substitutions for the other disciplines.

A new Emergency Board Resolution* whereby a new section c) is to be added to Article 844.3.1 Endurance Rules as follows:

(c) After the Definite Entries have been sent in, substitutions of Horses and/or Athletes may only be made in exceptional circumstances and with the express permission of the OC (see Article 846). Substitutions can only be made with duly entered Athlete/Horses from the Nominated Entries list.

For the avoidance of doubt, this Resolution would apply immediately (subject to Article 20.3 of the FEI Statutes), so that it would apply for the FEI Endurance Championships taking place in September 2021 namely: FEI Endurance European Championships (Ermelo) and FEI Endurance World Championships for Juniors and Young Riders (Ermelo).

Extension of the qualifications period for the Ermelo Championships

 

The FEI Board agreed to extend the qualifications period for the FEI Endurance World Championship for Young Riders & Juniors and FEI Endurance European Championship, Ermelo (NED) from 6 to 11 September 2021, to 36 months, which means that the qualifying results will count from 13 July 2018 till 13 July 2021.

Qualifications criteria for Elite Juniors and Young Riders for the Ermelo Championships

The Board approved an amendment to Article 843.2 of the FEI Endurance Rules to allow up to seven Athletes and seven Horses who are duly qualified to be entered on the definite entries list for FEI Championships. These are the only Horses and Athletes that can be used for substitutions under article 846 (Substitutions). The starting team of five combinations must be selected from these seven Athletes and seven Horses.

Covid-19 Exemption: FEI Endurance World Championship 2021

 

Following stakeholder consultation and a recommendation from the FEI Endurance Calendar Task Force, the FEI Board approved the following resolutions with regards to the FEI Endurance World Championship scheduled for 22 May 2021 in Pisa (ITA):

  • Extension of the Nominations Entries Deadline from 9 April 2021 until 21 April 2021 (note the qualification dates have not changed and the deadline remains 5 April 2021).

Emergency Board Resolution *

  • Increase the number of Nominated Entries for Horses and Athletes from 10 Athletes and 14 Horses to 15 Athletes and 15 Horses (i.e. 15 combinations). This condition is a modification of the FEI General Regulations (Article 116.2.2(i)).

The Board approved additional updates to the Resolution on deadlines for late date applications and Date Clash Rules initially approved on 10 September, including increased “leniency” on some deadlines until further notice. The relevant table can be found here. This table includes the deadlines by which the Calendar late date application/modification forms, draft schedules and Covid-19 risk assessment and mitigation plans must be received for Events to be considered for inclusion in the Calendar.

The FEI Board agreed to extend the qualifications period for the World Endurance Championship 2020 in San Rossore (ITA) on 22 May 2021, to 36 months, which means that the qualifying results will count from 5 April 2018 till 5 April 2021.

Based on the recommendation of the Endurance Temporary Committee and of the Endurance Calendar Task Force, the Board agreed to:

  • Extend from 24 to 33 months the CEIs level qualification process. The extension will apply for participation at Events until 31 December 2020 and will be thereafter reviewed.
  • Extend from 24 to 33 months the period to maintain Elite Status. The extension will apply for participation at Events until 31 December 2020 and will be thereafter reviewed.
  • Extend from 33 to 36 months all Endurance freeze and extensions. This applies to:
    • The Star Level Qualifications validity for Horses
    • The Novice Qualification validity for Athlete and Horses
    • Athlete/Horse Novice Qualification process
    • Star Level Qualification process
    • The period to maintain Elite Status

The Board approved the following Resolution under Art. 20.3 of the FEI Statutes (Emergency Situation).

  • An extension (See Emergency Board Resolution from 5 May 2020) on the “freeze” of the qualification of horses from the initial six-month period to nine months, meaning that the validity of star level qualification is 24 months plus nine months, which makes a total of 33 months for ALL Endurance Horses.

FEI Endurance World Championship for Young Horses 2020 & FEI Endurance European Championship for Young Riders & Juniors 2020, Vic (ESP)
 

The Board agreed to allocate the FEI Endurance World Championship for Young Horses 2022 & FEI Endurance European Championship for Young Riders & Juniors 2022, Vic (ESP) subject to receiving confirmation from the ESP NF of the cancellation of the 2020 editions of these Championships that were scheduled to take place in September 2020.

Note from FEI HQ: The ESP NF confirmed cancellation of the 2020 Championships on 20 June 2020.

FEI Endurance Rules
 

In line with the requirements of the FEI Policy for Enhanced Competition Safety during the Covid-19 Pandemic (effective for all FEI Events held as of 1 July 2020), the Board unanimously approved an *Emergency Board Resolution to allow a derogation from Article 807.2 of the Endurance Rules until 31 December 2020, extending the possibility of staggered starts to CEI 2* and 3*. This resolution will be reviewed in November 2020 to discuss whether the end of year deadline potentially needs to be extended, depending on the evolution of the pandemic.

Longines FEI Endurance World Championship 2020, San Rossore (ITA)
 

The FEI Board approved the postponement of the Longines FEI Endurance World Championship 2020 in San Rossore, Pisa (ITA) to 22 May 2021, following the recommendation of both the FEI Executive Board and the Endurance Temporary Committee and consensus with the Pisa Organiser and the Italian National Federation

The Board decision was based on concerns over horse welfare and the impossibility of holding the Championships under “fair and equal conditions” for all National Federations on its original September 2020 date, and sporting/technical issues. Qualification Rules for Championships as from 2021 will apply, as set out in Article 836 of the new Endurance Rules (11th Edition).

In a further *Emergency Board Resolution, the Board also agreed to prolong the qualification period. The exact details will be defined by the Endurance Temporary Committee and FEI Headquarters and communicated later.

The Board approved the following Resolution:

  • Organisers of Endurance Championships must inform the FEI three months in advance of the original date, at the very latest, if the Championship can go ahead as scheduled or not, in order for athletes and horses to prepare/train appropriately and obtain the necessary qualification to participate in a Championship. Other Endurance Championships related questions will be discussed at the Board videoconference in June 2020.

The Board approved the recommendation of the Endurance Temporary Committee not to extend the application of the Endurance Rules  10th Edition and to go ahead with the implementation of the new Endurance Rules on 1 July 2020, as approved by the General Assembly 2019.

  • The provision in the FEI Endurance Rules that take effect on 1 July 2020 (Annex 6) whereby FEI Headquarters would appoint Officials for certain star levels and Championships could be derogated from upon request, with any request to be dealt with on a case-by-case basis.

Ranking Mitigation Policies
 

The Covid-19 outbreak has led to the cancellation or postponement of numerous international events in various regions of the world as of March 2020 and it is still uncertain when the sport will resume at a normal pace. To mitigate the impact this will have on the Longines Rankings and FEI Rankings, until the situation is stabilised the Board has approved two Mitigation Policies: the Longines Rankings and the FEI Rankings.
