Department updates in Main Paris 2024 - Olympic & Paralympic Games Hub

The FEI Board held its last teleconference for 2023 on 14 December. The main resolutions taken on this occasion are listed below.

GOVERNANCE
Election of the FEI Nominations Committee Chair
The Board elected Elena Couttenye (VEN) as Chair of the Nominations Committee for the term 2023-2027.

Appointment of Member of the Driving Technical Committee
The Board appointed Andrew Counsell (GBR) as member of the FEI Driving Technical Committee for the term 2023-2026.

Elections and Appointments 2024
The Board agreed for staggered terms for the members of the FEI Endurance Technical Committee, who will be appointed in 2024.

LEGAL
The Board approved the re-appointment of Ken Lalo (ISR) as Independent Chair of the Atypical Findings Panel for one year.

Allocation of FEI Championships and Finals
Change of date for FEI Endurance European Championship 2025 and FEI Endurance World Championship for Juniors and Young Riders 2025
The Board approved a change of dates for the following FEI Endurance Championships 2025:

• FEI Endurance World Championship for Juniors and Young Riders 2025, Buftea (ROU): 20 September 2025 instead of 6 September 2025
• FEI Endurance European Championship 2025, Castiglione del Lago (ITA): 21 June 2025 instead of 6 September 2025

Jumping
Global Champions Tour Rules 2024 Season
The Board approved the rules for the 2024 Global Champions Tour Series.

Global Champions League Rules 2024 Season
The Board approved the rules for the 2024 Global Champions Leagues Series.

Both sets of rules will be published here in due course.

Endurance
Request to extend the deadline for late date applications or modifications
The Board approved the modification to the Application for CIs and CIMs Guidelines with applications for Endurance higher level Events to be submitted minimum eight weeks prior to the start of the Event, instead of four weeks.

VAULTING
Approval of the FEI Vaulting Guidelines 2024
The Board approved the FEI Vaulting Guidelines 2024, which will be effective from 15 January 2024.
The updated version of the FEI Vaulting Guidelines 2024 will be published here shortly.

Paris 2024 Olympic and Paralympic Games
Appointment of Officials
The Board approved the following appointments for the Paris 2024 Olympic Games:
President of the Ground Jury for Eventing: Christina Klingspor (SWE)
President FEI Tribunal: José Alfonso Rodriguez (MEX)
Member FEI Tribunal: Diane Pitts (USA)
Member FEI Tribunal: Cesar Torrente (COL)

The Board approved the appointment of Elke Ebert (GER) as Ground Jury Travelling Reserve for the Paris 2024 Paralympic Games, taking into account that Katherine Lucheschi (ITA) initially appointed as Travelling Reserve will officiate as Member of the Ground Jury.

The updated list of International Technical Officials will be published on the newly launched Paris 2024 Hub which combines both Olympic and Paralympic information, rules, guidelines and latest news in one location

We would like to inform everyone that there are six (6) days left until the deadline for athletes to apply for the great Airbnb offer on Athlete365 –

Update on qualifications for the Paris 2024 Olympic and Paralympic Games

Olympic Games – team qualifications
The Pan American Games 2023, which finished in Santiago (CHI) on 5 November, were the final event for equestrian team qualifications in view of the Paris 2024 Olympic Games.
No less than 23 nations from five continents have qualified at least one team for the Olympic equestrian events, which will be held from 26 July to 6 August 2024 in Versailles. 
These nations are: France (as the host nation), Australia, Austria, Belgium, Brazil, Canada, Denmark, Germany, Great Britain, Ireland, Israel, Italy, Japan, Mexico, Kingdom of Saudi Arabia, New Zealand, Poland, Sweden, Switzerland, Spain, The Netherlands, United Arab Emirates, and the United States of America. 
Some 11 National Olympic Committees, including France as the host nation, will be represented by teams in each of the three equestrian disciplines, as follows: France, Australia, Belgium, Brazil, Canada, Germany, Great Britain, Poland, Sweden, The Netherlands, and the United States of America. 
Twenty nations have qualified teams in Jumping, 14 in Dressage, and 16 in Eventing. The 15^th team slot in Dressage, meant for Olympic Group F (Africa & Middle East), will be re-allocated as per paragraph F (Reallocation of Unused Quota), article 1.5 (Composite Teams) of the Dressage Qualification System, which states: 
1.5 Composite Team (see also the Appendix): A three (3) member team from an NOC. The Composite Team will be selected according to the following process: 
(i) the respective rankings of each NOC’s top three (3) different Athletes in the FEI Olympic Ranking – Dressage shall be added together to give an aggregate ranking; 
(ii) the NOC with the best aggregate ranking shall be awarded the redistributed quota place; 
(iii) in the event of a tie (i.e., where the aggregate rankings are the same), the redistributed quota place shall be awarded to the NOC with the highest ranked Athlete on the FEI Olympic Ranking - Dressage. In the event of a further tie, the redistributed quota place shall be awarded to the NOC with the second highest ranked Athlete on the FEI Olympic Ranking - Dressage, and so on. If the tie cannot be broken following this process, the FEI will invite the NOCs/NFs concerned to a draw. 
Additional “composite” teams in Dressage and Eventing may be formed on the basis of the Olympic rankings, should the reallocation procedure be used.
 
Olympic Games – individual qualifications
The Pan American Games 2023 were also used for individual qualification in Olympic Groups D (North America) and E (Central and South America) in Jumping and Dressage. 
In Jumping, Argentina, Chile, and Colombia and in Dressage, Chile and Ecuador qualified one individual athlete each. 
Individual qualifications, be based on the FEI Olympic rankings, are ongoing.

 Paralympic Games – team qualifications
In Para Dressage, 9 nations have obtained four qualification slots each for their National Paralympic Committee. These teams are: France (as host nation), Belgium, Denmark, Germany, Great Britain, Italy, The Netherlands, Sweden, and the USA. 
Team qualifications through the FEI Para Equestrian Regional Team Ranking Allocation, and the FEI Para Equestrian Team Ranking List Allocation as well individual qualifications through the Para Equestrian Individual Ranking List Allocation – Regional Distribution and the Bipartite Commission Invitation Allocation continue.

Paralympic Games – key qualification deadlines 
Athletes have until 31 December 2023 to attain performances to be recorded on the FEI Paralympic Team and Individual Ranking Lists. 
The process of allocating the qualification slots will begin on 4 March 2024 when the FEI will notify the National Paralympic Committees of the number of allocated slots. 
Athletes have until 19 June 2024 to attain a Minimum Eligibility Score, which is also the nominated entries date. 
The Bipartite Commission Invitation application process will start on 19 February 2024

Qualified Teams & Nations so far (12 September 2023)
To date, 21 nations have qualified a team/teams for the Paris 2024 Olympic & Paralympic Games across Jumping, Dressage, Eventing & Para Dressage. France, is automatically qualified in all the disciplines as host nation, alongside Belgium, Germany, Great Britain, the Netherlands and Sweden who have also successfully qualified teams in all four disciplines.

There are 16 team slots still up for grabs for the Paris 2024 Olympic and Paralympic Games, to be allocated at the following events:
Jumping (4/20 team slots remain)
1 team slot: Longines FEI Jumping Nations Cup™ Final (The highest ranked team according to the final classification of the Longines FEI Jumping Nations Cup Final 2023, in Barcelona (ESP), 28 September 2023 – 1 October 2023, excluding teams qualified as above.
3 team slots: Pan American Games (The three highest ranked teams from FEI Olympic Groups D and/or E at the 2023 Pan American Games, Santiago (CHI) from 26-29 October 2023, excluding teams qualified as above.)
Eventing (3/16 team slots remain)
1 team slot: FEI Eventing Nations Cup™ Final (For the highest team according to the final classification of the FEI Eventing Nations Cup Series 2023, excluding teams qualified as above.
2 team slots: Pan American Games (The two highest ranked teams from FEI Olympic Groups D and/or E at the 2023 Pan American Games, Santiago (CHI) from 26-29 October 2023, excluding teams qualified as above.
Dressage (3/15 team slots remain)
2 team slots: Pan American Games (The two highest ranked teams from FEI Olympic Groups D and/or E at the 2023 Pan American Games, Santiago (CHI) from 26-29 October 2023, excluding teams qualified as above.
1 team slot: As per Olympic Games 2024 Qualification System, 1 team slot reserved for the highest ranked team from Olympic Group F at the 2022 FEI Dressage World Championships in Herning (DEN) or a 2023 Group F FEI Designated Olympic Qualification Event to be redistributed as per Reallocation of Unused Qualification Places process.
Para Dressage (6/15 team slots remain)
FEI Para Equestrian Regional Team Ranking Allocation: The highest ranked team (not otherwise qualified) on the FEI Paralympic Team Ranking List from each of the following regions will obtain four qualification slots for their NPC:

• Africa
• Americas
• Asia
• Oceania

Should a region not have an eligible team, the relevant slots will be allocated, regardless of region, to the next highest ranked NPC (not otherwise qualified) on the FEI Paralympic Team Ranking List.
FEI Para Equestrian Team Ranking List Allocation
The two highest ranked teams on the FEI Paralympic Team Ranking List* (not otherwise qualified) will each obtain four qualification slots for their NPC. *The FEI Paralympic Team Ranking List, covering the period of 1 January 2023 to 31 December 2023, is a Team Ranking based on each team’s best team results from two (2) qualifying events added together.

Below please find an important update and clarification regarding the participation restrictions in Eventing applicable for obtaining the Minimum Eligibility Requirements for the Paris 2024 Olympic Games, as set out in Article 626 of the FEI Olympic Regulations for Paris 2024:

“No Athlete/Horse combination may participate at an event to obtain an Olympic MER within the period of 4 weeks after having started the Cross country test of a Long format (CCI-L) event and/or 2 weeks (10 days) after a short format (CCI-S) event.”

Having received numerous queries and requests for clarification, the FEI hereby informs everyone of the following clarifications in order to maintain consistency with the FEI Eventing Rules (article 518.2 Minimum Eligibility Requirement Validity period - CIs & CIOs) and to be aligned with past practices such as for Tokyo 2020:

1. Eventing Olympic Games MER restriction period will be calculated from the date of the cross-country test of the first event to the date of the cross-country test of the following event.
2. The restriction period of “4 weeks” following a long-format event will be interpreted as 24 days (and not the 28 days initially communicated).

Please disregard all information previously sent, including the NF News’ of 3 and 12 May 2023 on this matter. The FEI Eventing & Olympic Department will provide each National Federation with the list of combinations not complying with the above and updated timelines.
