We would like to remind you that the NOC Certificate of Capability must be submitted to the FEI by 8 January 2024.

This is a confirmation that at least three (3) Athlete/Horse combinations from that NOC have achieved the minimum eligibility requirements between the period of the beginning of the FEI World Championships 2022 (Date of the first competition for the relevant Olympic discipline) and 31 December 2023 (included). Failure to submit a valid NOC Certificate of Capability by 8 January 2024 will result in the withdrawal of the team quota place as per the process set out in the FEI Regulations for Equestrian Events at the Olympic Games.

The FEI template of the NOC Certificate of Capability and the FEI Regulations for Equestrian Events at the Olympic Games detailing the required MERs for each discipline are available on the dedicated FEI Paris 2024 Olympic hub.

Olympic: Registration & Change of Horse Ownership/Nationality
    Deadline 15 January 2024

This important deadline of Monday, 15 January 2024, which applies to all (potential) Paris 2024 Olympic Games Horses is approaching.

Kindly note that further to Article 139 of the FEI General Regulations and Article 606 of the FEI Regulations for Equestrian Events at the Olympic Games Paris 2024:

    • The nationality of the Owner of a Horse competing at Paris 2024 must be the same as the nationality of the Athlete riding the Horse.
    • Only Horses owned by Owner(s) having the same nationality of the Athlete (i.e. not leased horses) can participate at Paris 2024.
    • The Owner of the Horse and its nationality must be entered in the FEI Database by 15th January 2024.
    • Where a Horse has multiple Owners of different nationalities, the nationality of the Horse ownership must be declared with the FEI by 15 January 2024 (via the FEI Database) and must match the nation for which the Horse will compete during the Paris 2024 Olympic Games; one of the multiple Owners must have the nationality of the nation for whom the Horse will compete. For example, if there are 3 owners of a Horse and one owner has nationality X, one owner has nationality Y and one owner has nationality Z, the Horse must be registered with one of these nationalities (X or Y or Z) by 15 January 2024 and can only compete for that registered nation at the Paris 2024 Olympic Games.

Please refer to the image below of how this is represented on the FEI Database:

The nationality highlighted in orange is the declared nationality of the ownership and, as of 15 January 2024, the only nation for which the Horse can compete at the Paris 2024 Olympic Games.

    • If the nationality of the Horse is changed between 15 January 2024 and the Paris 2024 Olympic Games, the Horse will not be eligible to compete at Paris 2024 (the Owners can change provided the nationality of the ownership is maintained).
    • As per the FEI General Regulations, “Owner” means a person or entity having a property interest in whole or in part of one or more horses.
    • The horse may be owned by individual(s) and/or company(ies) and/or by a partnership of individual(s) and/or company(ies).
    • If the Horse is owned by a company, the nationality of the Horse is that of the country where the company is registered. The name of the company and its nationality must be entered in the FEI Database as the Owner of the Horse by 15 January 2024 as mentioned above.
    • When a Horse is owned by a company it is not mandatory to enter the name of an individual (with legal ownership in the company) in the FEI Database prior to 15 January 2024.

Please kindly note that the 15 January 2024 deadline is applied strictly and the FEI cannot grant exceptions, regardless of the reason for missing the deadline (e.g., technical issues etc). Therefore, we strongly encourage all NFs with a team or individual quota place for Paris 2024 (or who might obtain a quota place via the reallocation process) to update and check the ownerships of all potential Olympic Games Horses via the FEI Database prior to the 15 January 2024 deadline. Please double check this even if you believe that all is in order.
For any questions on updating Horse ownerships on the FEI Database, please contact passport@fei.org
Please kindly note that the same provisions do not apply to the Paralympics, and Horse Owners as well as Nationality changes do not have to follow the same Rules as in the Olympic Games. Please contact the Para Dressage Department if you have any questions.

    Rules Explanations – Qualification Procedure

Further to queries received from different National Federations, please find below some explanations of the FEI Regulations for Equestrian Events at the Olympic Games, Paris 2024.

EVENTING - Individual qualification - Allocation of quota

    Individual Quota Places

In Eventing, a NOC can qualify for a maximum of two (2) individual places, either through their FEI Olympic Group or through the overall FEI Olympic Ranking, or both.
Each athlete can obtain a maximum of one (1) individual quota place for their NOC.
A NOC can therefore earn up to two individual quota places via the FEI Olympic Group Rankings.
Fourteen (14) Individual Quota places are allocated via the FEI Olympic Group Rankings and three (3) Individual Quota places are allocated via the overall FEI Olympic Ranking.
FEI Olympic Group D & E (North America, Central & South America)

Four (4) quota places will be allocated from FEI Olympic Groups D and E, so if there are no Group D individuals available to claim an individual quota place (if their NOC has a team quota place already), the four (4) best ranked individuals from Group E would obtain them.

DRESSAGE - Individual qualification - Allocation of quota

In Dressage, the allocation is made through FEI Olympic Groups, and each NOC can qualify for a maximum of one (1) individual quota place.

Should the overall quota of 60 places not have been filled after completing the reallocation process, the leftover quota places will be allocated via the overall FEI Olympic Rankings Dressage and a NOC that has already earned/accepted an Individual quota place is entitled to earn a second Individual quota place.

Update on qualifications for the Paris 2024 Olympic and Paralympic Games
The Qualifications table can be downloaded here in pdf format.

    Olympic Games – team qualifications
The Pan American Games 2023, which finished in Santiago (CHI) on 5 November, were the final event for equestrian team qualifications in view of the Paris 2024 Olympic Games.
No less than 23 nations from five continents have qualified at least one team for the Olympic equestrian events, which will be held from 26 July to 6 August 2024 in Versailles.
These nations are: France (as the host nation), Australia, Austria, Belgium, Brazil, Canada, Denmark, Germany, Great Britain, Ireland, Israel, Italy, Japan, Mexico, Kingdom of Saudi Arabia, New Zealand, Poland, Sweden, Switzerland, Spain, The Netherlands, United Arab Emirates, and the United States of America.
Some 11 National Olympic Committees, including France as the host nation, will be represented by teams in each of the three equestrian disciplines, as follows: France, Australia, Belgium, Brazil, Canada, Germany, Great Britain, Poland, Sweden, The Netherlands, and the United States of America.
Twenty nations have qualified teams in Jumping, 14 in Dressage, and 16 in Eventing. The 15th team slot in Dressage, meant for Olympic Group F (Africa & Middle East), will be re-allocated as per paragraph F (Reallocation of Unused Quota), article 1.5 (Composite Teams) of the Dressage Qualification System, which states:
1.5 Composite Team (see also the Appendix): A three (3) member team from an NOC. The Composite Team will be selected according to the following process:
    (i) the respective rankings of each NOC’s top three (3) different Athletes in the FEI Olympic Ranking – Dressage shall be added together to give an aggregate ranking;
    (ii) the NOC with the best aggregate ranking shall be awarded the redistributed quota place;
(iii) in the event of a tie (i.e., where the aggregate rankings are the same), the redistributed quota place shall be awarded to the NOC with the highest ranked Athlete on the FEI Olympic Ranking - Dressage. In the event of a further tie, the redistributed quota place shall be awarded to the NOC with the second highest ranked Athlete on the FEI Olympic Ranking - Dressage, and so on. If the tie cannot be broken following this process, the FEI will invite the NOCs/NFs concerned to a draw.
Additional “composite” teams in Dressage and Eventing may be formed on the basis of the Olympic rankings, should the reallocation procedure be used.

    Olympic Games – individual qualifications

PARIS 2024 Eventing Olympic Minimum Eligibility Requirements – Important Update!

Below please find an important update and clarification regarding the participation restrictions in Eventing applicable for obtaining the Minimum Eligibility Requirements for the Paris 2024 Olympic Games, as set out in Article 626 of the FEI Olympic Regulations for Paris 2024:

“No Athlete/Horse combination may participate at an event to obtain an Olympic MER within the period of 4 weeks after having started the Cross country test of a Long format (CCI-L) event and/or 2 weeks (10 days) after a short format (CCI-S) event.”

Having received numerous queries and requests for clarification, the FEI hereby informs everyone of the following clarifications in order to maintain consistency with the FEI Eventing Rules (article 518.2 Minimum Eligibility Requirement Validity period - CIs & CIOs) and to be aligned with past practices such as for Tokyo 2020:

    2. The restriction period of “4 weeks” following a long-format event will be interpreted as 24 days (and not the 28 days initially communicated).

Please disregard all information previously sent, including the NF News’ of 3 and 12 May 2023 on this matter. The FEI Eventing & Olympic Department will provide each National Federation with the list of combinations not complying with the above and updated timelines.
